- ARCHITECT-ENGINEER DESIGN SERVICES SOLICITATION GS-04P-12-BV-C-0012 THIS IS A SMALL BUSINESS SET-ASIDE PROCUREMENT OPEN ONLY TO SMALL BUSINESSES. THIS IS NOT A REQUEST FOR PROPOSALS. The GSA, Southeast Sunbelt Regions, Atlanta, GA is seeking Architect-Engineering (A/E) Services for the Design of New Courthouse/Federal Building in Mobile, Alabama. The estimated project construction cost range is $70 million to $80 million. This construction cost range excludes the cost of the design effort in the proposed design contract. The effort will commence with pre-design studies and successive concept development and continue through to 100% construction documents and post-construction services. GSA anticipates using a construction manager-as-constructor (CMc) contract in conjunction with the A/E services contract for various quality assurance and cost management functions. The completed construction documents will provide the basis for the final negotiated price with the CMc for construction services. Continuing a legacy of outstanding public architecture that was initiated with the founding of the nation, the General Services Administration (GSA) Design Excellence Program seeks to commission our nation's most talented architects, landscape architects, interior designers, and engineers to design federal buildings of outstanding quality and value. These projects are to demonstrate the value of true integrated design that balances aesthetics, cost, constructability, reliability, and reduced energy consumption. In this context, GSA announces an opportunity for Design Excellence in public architecture for performance of Architectural-Engineering Design in accordance with GSA quality standards and requirements, including the P100 [Facilities Standards for the Public Buildings Service]. As required by law, all facilities will meet Federal energy goals, including standards mandated by the Energy Independence and Security Act of 2007, Energy Policy Act (EPAct) of 2005, and the Architecture Barriers Act Accessibility Standards (ABAAS). The project is a new United States Courthouse in Mobile Alabama. The project is located in the Downtown Business Improvement District (BID) and the DeTonti Square Historic District of Mobile, Alabama and will be sited on approximately 3.28 acres of land between St. Anthony Street, St. Joseph Street, St Louis Street, and Joachim Street. This new project will continue the revitalization of the CBD (Central Business District) and be an anchor in the neighborhood. The project is approximately 229,000 Gross Square Feet (GSF) providing for a total of Seven (7) Courtrooms and eleven (11) Judges Chambers, Public Defender, Probation, US Attorney's Office, United States Marshals Service, US Senate, and General Services Administration offices and support spaces. The estimated construction cost at mid point in construction is in an estimated range of $70 - $80 Million Dollars based on Fiscal Year (FY) 2014 funding. The design should provide for the potential growth of one (1) courtroom and two (2) chambers through the relocation of the Probation/Pre-Trial Services, or by horizontal expansion of the building to meet the 30-year projection of space, which is potentially an additional 28,000 GSF excluding parking. The design should make a distinct architectural statement that is responsive to the national urban and environmental policies of GSA. The GSA plans to contract separately for a Construction Manager as Agent (CMa) and Construction Manager as Constructor (CMc) services during design. The CMa and CMc will support the Project during the design process with administration functions, Building Information Modeling (BIM) coordination, cost estimate reviews, and functional/constructability reviews. There will be formal partnering throughout the design and construction phases to promote successful project development and execution through integrated project delivery that will be mutually beneficial for all parties involved. SCOPE OF WORK The scope of professional services will require a full range of architectural, engineering, and associated building design disciplines over the course of the design and construction phases, including but not limited to, interior design, landscape architecture, Building Information Modeling (BIM), cost estimating, and related consulting services, The Project is also to include GSA design standards for secure facilities; conformance to the P-100 (Facility Standards for Public Buildings); High Performance Green Building (HPGB) technologies and strategies, LEED Gold NC Certification as defined by the U.S Green Building Council (USGBC); and customer agency requirements. The building shall be designed to meet the energy performance goals established by GSA and these performance goals will be verified through a total building commissioning process contracted for by GSA outside the scope of this contract. In addition, post construction contract services (PCCS) may be required to gather data in connection with LEED certification and meeting other performance goals. SELECTION PROCESS This is a Request for Qualifications (RFQ) of A/E Firms and their associated Lead Designers interested in contracting for this work. The A/E Firm as used in this RFQ means an individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the project design. The Lead Designer is the individual or the team of designers who will have primary responsibility to develop the concept and the project design. The Lead Designer will also be involved in the process of commissioning an artist or artists for this project and in assisting with the successful integration of works of art into the architectural design. A/E Firms are advised that at least 35% of the contracted fee must be performed in the state of Alabama. Short-listed A/E Firms will be asked to address in Stage II their capacity to accomplish the work, their specialized experience and technical competence, as well as their contractual relationship with the Lead Designer and project team. The A/E selection will be completed in two stages as follows: In Stage I, interested A/E firms and associated lead designers will submit portfolios of accomplishment that establish the design capabilities of the A/E Firm and Lead Designer. In Stage II, shortlisted A/E-Lead Designer teams will be interviewed and assessed. STAGE I: The first stage will establish the experience and capabilities of the A/E Design Firm and Lead Designer. The A/E Design Firm as used in this solicitation means any individual, partnership, corporation, association, or other legal entity permitted by law to practice the professions of architecture or engineering. The Lead Designer is the individual (within the A/E Design Firm), or design studio (team of designers within the A/E Design Firm) that will have primary responsibility to conceive the design concept and the buildings' architecture and engineering strategies. Interested A/E Design Firms will submit portfolios of accomplishments that establish the design capabilities of the A/E Design Firm and its Lead Designer. All documentation pages will be in an 8-1/2" x 11" format. The assembled content for the Stage I portfolio should be no more than 100 pages. Submissions may be double-sided where feasible. The submission should include the following: a letter of interest referencing the FedBizOpps announcement number and briefly describing the A/E Design Firm and its Lead Designer; the Standard Form 330 Architect-Engineer Qualifications (utilizing the SF-330 (PDF version) completed as follows: On page 1, complete items A&B. On pages 1 - 4, do not complete items C, D, E, F, and G. On page 5, item H, respond to the STAGE I evaluation criteria stated in this announcement. Also sign and date page 5. Complete, sign and date page 6). Identification of Team Members is not to be submitted at this stage. An A/E Evaluation Board consisting of a private sector peer, a representative of the client, and GSA personnel will evaluate the submissions. The A/E Evaluation Board will establish a shortlist of at least three A/E Design Firms. The Stage I shortlist will be published in FedBizOpps. Identification of team members, other than the Lead Designer(s), is not required at this stage. Consultant and "production firm" (if different from the A/E Firm) information should not be included in the Stage I portfolio. Each A/E Design Firm and Lead Designer will be evaluated during this stage using the following EVALUATION CRITERIA: (1) PAST PERFORMANCE ON DESIGN (35%): The A/E Design Firm will submit a portfolio (maximum of five single-sided pages per project with maximum graphic size not to exceed 8-1/2" x 11") of not more than five (5) building construction projects, where the construction was completed not more than 10 years prior to the Stage I Submission due date. A narrative (maximum of two single-sided pages per project) shall address the design approach with salient features for each project, and discuss how the client's program, function, image, mission, occupancy, economic, schedule and operational objectives were satisfied by the overall planning/design solutions. The narrative should comment on the relevance of each submitted project to this GSA project, including experience with projects of comparable complexity, multi-phased renovation in continuously occupied buildings, utilizing integrated design practices, and energy efficient design systems. This section of the submission should include tangible evidence, such as certificates, awards, peer recognition, etc., demonstrating design excellence, and provide a client reference for each project, including name, title, address, email address, telephone, and fax numbers. A representative floor plan, site plan, a building section, or other appropriate drawings and a minimum of two photographs must be submitted for each project. (2) PHILOSOPHY AND DESIGN INTENT (25%): In the Lead Designer's own words (maximum of two single-sided pages), as related to this project, state his/her overall design philosophy and approach to the challenge of public architecture, commitment to integrated design and Design Excellence, including sustainability and energy conservation, new technologies, and other issues and parameters that may apply in designing a complex addition to an existing courthouse. (3) LEAD DESIGNER PORTFOLIO (25%): Submit graphics (maximum of three single-sided pages per project) and a description (maximum of two single-sided pages per project) for up to three (3) building construction projects, where the construction was completed not more than 10 years prior to the Stage I submission due date, representative of the Lead Designer's ability to provide design excellence. Address his or her participation in each project. The narrative shall address the design philosophy with salient features for each project and discuss how the client's program, functional, image, economic, schedule, energy and operational objectives were satisfied by the overall design/planning solution. Include tangible evidence where possible, such as certificates, awards, peer recognition, etc., demonstrating design excellence. (4) LEAD DESIGNER PROFILE (15%): Submit a biographical sketch (maximum of three single-sided pages) including education, professional experience, and recognition for design efforts inclusive of the portfolio examples. Identify and describe areas of responsibility and commitment to each project. STAGE II: In the second stage of evaluation, each of the short-listed A/E Design Firms will be notified and asked to submit more detailed information regarding the entire A/E Project Team. The A/E Project Team shall be considered to include the Lead Designer, A/E Design Firm, and ALL outside consultants/subcontractors (including any firm(s) added to form a joint venture with the A/E Design Firm) who will be involved in the project. On developing the A/E Project Team, A/E Design Firms are advised that at least 35% of the level of contract effort must be performed in the State of Alabama. The A/E Design Firm must identify the contractual relationship with its Lead Designer and the entire A/E Project Team. A sufficient period of time will be provided for the short-listed A/E Design Firms to establish the entire A/E Project Team and to respond to the Stage II requirements. Those A/E Design Firms will resubmit a complete SF-330 for any firm(s) added to form a proposed joint venture with the A/E Design Firm, as well as for outside consultants/subcontractors included as part of the A/E Project Team, and a composite SF-330 that reflects the entire A/E Project Team. The Government will establish the criteria and procurement schedule for the Stage II evaluation. The Stage II evaluations will include an interview with members of the A/E Evaluation Board. Short-listed A/E Design Firms should be prepared to discuss all aspects of the Stage II evaluation criteria provided. This procurement is a Small Business Set-aside and is open only to small business concerns in accordance with FAR Part 19. Before award of the contract, the selected firm will be required to certify its status as a small business under the guidelines of NAICS Code 541310 requiring not more than $4,500,000 gross average annual sales receipts over the past three years. IMPORTANT INFORMATION FOR STAGE I SUBMITTALS: A/E Design Firms and their Lead Designers having the capability to perform the services described in this announcement are invited to respond by submitting the SF-330 (for the A/E Design Firm) which must be dated not more than twelve (12) months before the date of this announcement, along with the letter of interest to: Paula Mensah, Sr Contracting Officer located at General Services Administration, Southeast Sunbelt Region, 77 Forsyth Street, Suite T-8, Atlanta, GA 30303 (Paulal.mensah@gsa.gov). Stage I submittals are due no later than 12:00 P.M. EST on the response date of this announcement. ONE ORIGINAL AND FIVE COPIES are required (identify one copy as the ORIGINAL). The assembled content for the Stage I portfolio should be no more than 100 pages. Submissions may be double-sided where feasible. In this process, the Government will award to the most highly qualified A/E Project Team with whom it can negotiate a fair and reasonable price. Award is subject to the availability of funds. This is not Request for Proposals.
