- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. The solicitation number is 1098843, and is being issued as a Request for Quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-57, dated March 15, 2012. The associated North American Industry Classification System Code is 325413 - in-Vitro Diagnostic Substance Manufacturing with a small business size standard of 500 employees. This is a notice of intent to negotiate with only one source, Charm Sciences, Inc. of Lawrence, MA. Project Background The Food and Drug Administration Center for Veterinary Medicine Division of Animal Research (FDA/CVM/DAR) requires 20 Charm Rosa Pearl -X-Readers and accessories to support research and capabilities of Veterinary Laboratory Response Network (VET-LRN) as related to CVM regulated products. VET-LRN must be able to rapidly evaluate milk samples for the presence of illegal residues including flunixin, but also amoxicillin, ampicillin, ceftiofur, cephapirin and penicillin G using an FDA validated method. The ROSA Pearl X-Reader by Charm Sciences received FDA approval as a validated milk sampling procedure during the 2011 National Conference on Interstate Milk Shipments and is so documented in the Actions dated November 7, 2011.
