- Defense Logistics Agency Aviation's Strategic Acquisition Division intends to establish a long term contract for approximately five (5) electrical components within the 5940, 5970, and 5995 Federal Stock Classes in support of the Harrier AV-8B. Specifications, plans, or drawings relating to this procurement are not available and cannot be furnished by the Government. This is being procured as other than full and open competition under 10 USC 2304(c) (1), unrestricted procurement. These items are not commercial off the shelf. This is a solicitation for a proposed firm fixed price Indefinite Quantity Contract (IQC) with a one-year base period and four one-year option periods. FOB is destination and inspection/acceptance is at either destination or origin. Surge requirements do not apply. Progress payments are not authorized IAW FAR subpart 32.500. Possible stock delivery locations are any CONUS facility. A copy of the solicitation will be available via the DLA Internet Bid Board System at https://www.dibbs.bsm.dla.mil on the issue date cited on the RFP. Electronic quotes are not acceptable for this solicitation. The solicitation package must be completed in its entirety prior to submission. Incomplete submission of the solicitation package may be deemed unacceptable and may result in disqualification of the proposal.
