Description
SOLICITATION # BEP-RFQ-12-0211 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;Solicitation BEP-RFQ-12-0211 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-65, effective March 2, 2012. This requirement is being posted under NAICS code 541519. All interested qualified vendors may submit a quote referencing the request for quotation # BEP-RFQ-12-0211. This requirement is resticted to small business concerns. All small businesses are encouraged to submit quotes; however award will be made in the following order of set-aside precendence; (1) HUBZone small business concerns price preference(FAR 52.219-4); then, if no qualified quote is received from a HUBZone Small Business Conern at a fair market price, (2) small business concerns (FAR 52.219-6). The FAR clauses contained herein apply to the solicitation. Only the FAR clause matching the awardee's Small Business Program and Type representation applies to the award. In accordance with FAR 52.204-7, Required Central Contractor Registration (CCR) prospective small business and HUBZone firms must be registered in Central Contractor Registration (CCR) http://www.ccr.gov, prior to award. The Offeror must also have a current record in the Online Representations & Certifications Application (ORCA) website located at, https://orca.bpn.gov. The Government anticipates a Firm Fixed-Price Award pursuant to this Solicitation. I. BACKGROUND: The Bureau of Engraving and Printing has previously purchased SolarWinds software elements. II. STATEMENT OF NEED: The Bureau of Engraving and Printing has a requirement for the purchase of annual maintenance on our SoalrWinds Software. Additionally we require an upgrade to expand the use capacity.. **PLEASE SEE ATTACHED SOLICITATION DOCUMENT FOR REQUIREMENT DETAILS.** III. PAYMNET AND INVOICING: Electronic Invoicing and Payment Requirements - Internet Payment Platform (IPP): Payment requests must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in FAR 32.905(b), "Payment documentation and process" and the applicable Prompt Payment clause included in this contract (see Section I below). The IPP website address is: https://www.ipp.gov Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice. Not Applicable_ The Contractor must use the IPP website to enroll, access, and use IPP for submitting requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the CO. All questions regarding this solicitation must be submitted in writing by no later than Tuesday, March 6, 2012 to ensure the Government ample response time and timely submittal of proposals. IV. RESPONSES: Responses to this RFP shall be appropriately labeled with the RFP number and title and provided via electronic means only to the following contact by March 27,2012 by 4:00 P.M. EST:Only electronic submissions will be accepted. All sumissions should be sent to : berel.dorfman@bep.gov V. BASIS FOR AWARD: The Government will award a contract resulting from this solicitation to the responsible and responsive offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. We are using the lowest price technically acceptable method of source selection. The following factors will be used to evaluate offers. 1) Technical Acceptability 2) Price Technical Acceptability and price, when combined, are EQUAL. However, offers which are not rated as Technically Acceptable will be eliminated from the competition and receive no further consideration. PLEASE NOTE: As referenced above, in accordance with FAR 52.219-4, HUBZone small business concerns will be allotted price submissions will be given a price evauluation preference.
