Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13.106-1(b), for other than full and open competition. The Army Contracting Command-Aberdeen Proving Ground, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following items: 1 Lot Provide technical support during T-30 Detonation Chamber operations in Seattle, WA. Provide technical support on explosives amounts and types required for the destruction of munitions and other items, and the recommended configuration of these explosives. Under the authority of FAR 13.106-1(b), only one responsible source and no other will satisfy agency requirements, the Government intends to award a Firm-Fixed Price sole source contract to: CH2M Hill; 15010 Conference Center Drive; Suite 200; Chantilly, VA 20151. This firm is the sole source because they designed the T-30 Detonation Chamber. The associated North America Industry Classification System (NAICS) Code is 562910 and the Business Size Standard is 500 employees. Contractors interested in this requirement should submit a complete technical package, which provide clear and convincing evidence that they can meet the Government's requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the response date stated below. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government in future procurements. Responses must be received no later than 12:00 PM Eastern Time, March 26, 2012. Responses must be submitted to SFC Saint T. Numa via email to saint.numa@us.army.mil. NO TELEPHONE REQUESTS WILL BE HONORED.
