The purpose of this Request for Information (RFI) is to gather information from industry on establishing Commercial Wireless Internet Services for the Muir S Fairchild Research Information Center (MSFRIC). The Government considers information on market capabilities, common industry standards, latest technological advances, commercial terms and conditions, timelines for adaptation and integration, estimated pricing and possible suppliers and sources to be helpful. All feedback and information received may be used to determine the appropriate acquisition strategy for a possible future acquisition. This notice is issued solely for market research and planning purposes and does not constitute a request for proposal, request for quote, or invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. No award will be made from this RFI and the Government will not pay for any effort expended in responding to this notice. This RFI is prepared for planning purposes only and is not restricted to small business. If the government decides to pursue an RFP, portions of your RFI response may be incorporated into the Performance Work Statement (PWS). Sources are discouraged from submitting any information deemed competition-sensitive or proprietary. However, if sources elect to submit competition-sensitive or proprietary information, sources bear sole responsibility for marking said information as such to ensure appropriate safeguarding by the Government. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. All submissions become Government property and will not be returned. Background: The government is considering the viability of establishing a commercial Internet Service Provider (ISP) presence throughout Air University's Muir S Fairchild Research Information Center (MSFRIC). The vision is to enable the MSFRIC to provide the services and access to informational resources commonly provided at libraries supporting higher level academics. In order to function as (and provide the services expected of) an advanced research library, both staff and patrons require unhindered internet access. MSFRIC patrons include AU students, faculty, visitors as well as others with access to the facility. The RFI submission should include the following: 1. Provide an estimated cost of delivering a scalable pipe to meet the bandwidth requirement of up to 350 concurrent library users accessing the internet from throughout the facility (Bldg 1405, Maxwell AFB). 2. Provide recommended technical solution and estimated cost information related to the engineering and installation of the wireless and wired infrastructure required in the following areas of building 1405 (see attached drawings for area location): o First floor, Area 1: Wireless connection: 50 concurrent users. Wired connection: 1 wired drop in the conference room (See EY-131 & MSFRIC Floor Plan) o First floor, Area 2: Wireless connection: 26 concurrent users. Wired connection: 26 wired drops in the computer lab. (See EY-131 & MSFRIC Floor Plan) o First floor, Area 3: Wireless connection: 20 concurrent users. Wired connection: 2 wired drops; one in the auditorium and one in the a/v room. (See EY-131. & MSFRIC Floor Plan) o First floor, Area 4: Wireless connection: 10 concurrent users (See EY-131, EY-133, MSFRIC Floor Plan) o First floor, Area 5: Wireless connection: 10 concurrent users (See EY-133, MSFRIC Floor Plan) o First floor, Area 6: Wireless connection: 50 concurrent users (See EY-132 & MSFRIC Floor Plan) o First floor, Area 7: Wireless connection: 25 concurrent users (See EY-133, EY-134, & MSFRIC Floor Plan) o First floor, Area 8: Wireless connection: 10 concurrent users (See EY-133, EY-134, & MSFRIC Floor Plan) o Second floor (circulating stacks), Area 9: Wireless connection: 10 concurrent users (See EY-136) o Third floor (circulating stacks), Area 10: Wireless connection: 10 concurrent users (See EY-138) o Second floor (bound periodical stacks), Area 11: Wireless connection: 5 concurrent users (See EY-135) o Third floor (bound periodical stacks), Area 12: Wireless connection: 5 concurrent users (See EY-137) o First floor, Area 13: Wireless connection: 10 concurrent users (See EY-139 & MSFRIC Floor Plan) o Second floor, Area 14: Wireless connection: 40 concurrent users. Wired connection: 6 drops; one in the conference room and one in each of the four study rooms. (See EY-140) 3. Provide estimated pricing for both computer network defense services options identified below: a. Industry best practices normally afforded to comparable public advanced research libraries b. Establish and sustain Mission Assurance Category (MAC) III Controls IAW DODI 8500.2 Attachment 3 to Enclosure 4. 4. Provide technical solution and estimated cost for the capability (Blue Coat or equivalent) to block access to pornography, gambling, etc. 5. Provide (if applicable) following information: a. Estimated total annual cost for sustainment of the service b. Service delivery options (i.e., provide service to service delivery point and provide service to the user) c. Possible peripheral or allied support required from the government d. What performance metrics (i.e. bandwidth utilization, availability, and latency) would be made available to the government? e. Any inputs concerning the NAICS and SBA size standards the government should consider. 6. Provide additional information the government should consider in developing a potential acquisition strategy.
