Description

THIS SOURCES SOUGHT NOTICE IS AN ADVANCE NOTICE FOR INFORMATION, MARKET RESEARCH, AND PLANNING PURPOSES ONLY. NO SOLICITATION IS AVAILABLE AT THIS TIME. INTRODUCTION The Naval Facilities Expeditionary Logistics Center (NFELC) manages the procurement of Maritime Prepositioning Forces “ Utility Boat (MPF-UB) Table of Allowance (TOA) items. NFELC is responsible for equipping, mobilizing, and sustaining the Naval Construction and Expeditionary forces with Sealift End Items supporting the Cargo Offload and Discharge System (COLDS) for the homeports and the Maritime Prepositioning Forces (MPF) ships stationed in three squadrons around the world. NFELC must maintain a ready fleet of Maritime Prepositioning Force Utility Boats to support the Navy, Marine Corps, and other Department of Defense (DOD) components worldwide. PURPOSE NFELC seeks to obtain a total of four (4) modular, floating, drive-on docking systems for the MPFUBs for Assault Craft Unit TWO (ACU-2) also to include shipping, initial installation, and training services for managing/installing the docking system. Base contract will be for one (1) dock with three (3) options, one option for each additional unit. These docking systems must be delivered to and installed at JEB Little Creek, Virginia Beach, VA. REQUIRED CAPABILITIES The floating drive-on docking system must be submersible, modular, and have a lift feature with power to accommodate the requirement to submerse and raise the deck to allow for quick launch and recovery of Kvichak Maritime Prepositioning Force Utility Boats (MPFUB) (mono-hull, jet drive, 44.0 ™ LOA, 14.5 ™ beam, 44,000 pounds). The docking system is required to support maintenance for the MPFUB operations by providing 270 degree walk-around space for personnel to perform scheduled and non-scheduled maintenance tasks on the MPFUB while it is dry docked. See attachment #1PWS. PERIOD OF PERFORMANCE The period of performance is from issuance of the contract through 30 September 2014. PLACE OF PERFORMANCE The contractor shall provide all required components and perform installation of the docks at JEB Little Creek, Virginia Beach, Virginia Beach, VA.
