- NASA/DFRC has a requirement to extend the performance period of the DFRC SecuritySupport Services Contract for two (2) months (April 1, 2012 - May 31, 2012) plus four (4)one-month option periods for a potential maximum period of six (6) months (April 1, 2012- September 30, 2012).A contract modification reflecting this extension will be issuedon or before March 31, 2012, which is the expiration date of the current security supportservices contract. NASA DFRC intends to extend the period of performance of contractNND04AC17D, for protective services which was awarded November 1, 2004, as a result offull and open competition under a GSA Schedule to Wackenhut Services, Inc. (WSI) (namedchanged to G4S Government Solutions Inc. (G4S) in October 2011). This extension isnecessary to bridge the performance period between the end of the current contract andaward of a new NASA Dryden Protective Service contract. The current contractor, G4S, is considered the only contractor that can meet DFRC's needsgiven the potentially short period of performance for the extension. Award to anothersource at the same time that the evaluation of contractor proposals received in supportof the competitive recompetition is in process would result in substantial duplication ofcost to the Government that is not expected to be recovered through competition of theextension and would not allow for a sufficient phase-in period, thereby affecting thecontinuity of services and causing unacceptable delays in fulfilling DFRCs requirements.Notwithstanding this stated intent, interested organizations may submit theircapabilities and qualifications to perform the effort in writing to the identified pointof contact not later than 4:00 PM PDT on March 28, 2012. Such communication ofcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.NASA is using the authority for Other Than Full and Open Competition provided by 10U.S.C. 2304(c)(1), because G4S Government Solutions Inc. (G4S) possesses unique expertisein meeting the security requirements of the Center, no alternate source could adequatelyprovide for the maintenance of the Centers comprehensive security program during thisextension period. The Government does not intend to acquire a commercial item using FAR Part 12. Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
