- Solicitation- Talent Management Advisor 1. SOLICITATION NUMBER: SOL-669-12-000006 2. ISSUANCE DATE: March 21, 2012 3. CLOSING DATE/TIME: April 20, 2012 / 4PM Local time 4. POSITION TITLE: Talent Management Advisor, USAID/Liberia 5. MARKET VALUE OF POSITION (Base Pay): GS-14. ($84,697 - $110,104). Salary to be paid within this grade will depend on experience, qualifications, and salary history. The standard compensation package also includes a contribution for life and health insurance and a contribution to FICA. If the selected candidate qualifies as an off-shore hire under USAID regulations, the employee will additionally receive post differential approved for Monrovia, Liberia (currently set at 30%), post allowance, housing, international travel, UAB, HHE, consumables and POV shipment benefits. 6. PERIOD OF PERFORMANCE: One year, to start on or about June, 2012 with the possibility of extensions. Extensions will depend on the need for continuation of such services, availability of funds, and satisfactory performance. 7. AREA OF CONSIDERATION: U.S. Citizens/ Third Country Nationals 8. PLACE OF PERFORMANCE: Based in Monrovia, Liberia 9. JOB DESCRIPTION: I. STATEMENT OF WORK A. Background: Lack of qualified staff is a binding constraint for USAID/Liberia. At current staffing levels and capacity, the Mission is unable to ensure the effective management of resources and achievement of program results. Levels: USAID is not able to attract sufficient and qualified expatriate staff to fill key position. It is also extremely difficult to find local Liberians who have the training and skills to fill critical professional positions in the Mission. Beyond the local pool of candidates, it has proven even more difficult to attract the appropriate skills from the Liberian diaspora. Capacity: The majority of USAID local staff have worked for USAID for fewer than four years; many lack adequate skills and experience to work independently and productively. Given the current insufficient numbers of USDH staff, the Mission is unable to provide adequate, systematic training and mentoring for junior staff, including DLIs (Development Leadership Initiative staff) and local staff. The Mission Talent Management Advisor (TMA) will be the focal point for Mission efforts to develop an innovative approach to personnel recruitment, training and mentoring to increase the number, as well as the capacity of Mission staff, particularly junior officers, both ex-patriot and local. B. Basic Function of the Position: The incumbent is a senior US/TCN PSC who serves as the Mission's lead technical advisor responsible for personnel recruitment, training and mentoring of all Mission staff, both ex-patriot and local, with a particular focus on junior officers. These responsibilities involve coordination within the USG: across Mission Offices, with USAID/W, as well as with other field Missions to promote recruitment and training. Responsibilities also involve contacts and coordination with private sector organizations to procure technical assistance and information on candidates for employment. In addition, the incumbent will maintain contacts with bi-lateral and multi-lateral development partners in Liberia to coordinate policies and share lessons learned, as well as information on the pool of potential candidates. C. Major Duties and Responsibilities 1. Personnel Recruitment • Coordinates with various offices in USAID/W, including Human Resources (HR), Central Bureaus, and the Africa Bureau to raise the profile of Liberia and develop incentives to attract experienced productive US Direct Hire staff. • Develops information material targeted to DH staff and Liberians outside Liberia on USAID/Liberia programs • Explores range of potential organizations which could provide funding/internships for qualified individuals to work in USAID/Liberia • Develops network of Liberians -- both local and from the diaspora -- to match requirements of Mission teams and programs. 2. Training Program Development • Undertakes an in-depth assessment of local staff training needs. • Coordinates with HR, other Missions and donor organizations to survey training innovative training possibilities, including swapping arrangement, TDY training opportunities, etc. • Designs and implements innovative training programs for Mission local staff. • Develops scope of work and manages contract for team building workshop for local staff • Develops scope of work and manages contract for Mission-wide Team Building Retreat • Establishes monitoring and evaluation system to determine results of training programs 3. Mentoring Program Development • Reviews literature on successful organizational approaches to mentoring • Undertakes survey of mentoring experience and needs in Mission • Develops scope of work and manages contact for mentoring training • Work across Mission offices and personnel to establish and maintain mentoring programs for junior officers and others as appropriate • Maintains contacts with mentoring partners to determine effectiveness of program D. Position Elements 1. Post Entry Training: The incumbent will be expected to possess the necessary technical training and skills required to perform the duties/responsibilities required of the position. Post entry training, if required, would be focused primarily on the Agency's established policies, procedures and regulations that govern USAID human resources management. In addition, the incumbent will be required to work within the existing USAID team management office structure. Organized/formal training (both internal & external) may be provided from time to time depending on the availability of funds and a management determination that the training is necessary to support of USAID/Liberia talent management activities. 2. Physical Requirements: The successful candidate will be required to pass a physical certification exam, paid for by the U.S. Government. Supervision Received: The Talent Management Advisor (TMA) will work under the general supervision of the Mission Director. The Mission Director will assist the TMA to: 1) establish annual work objectives and performance measures; 2) review work outputs and accomplishments to ensure compliance with Agency policies, and implementation of best practices; and 3) assess the incumbent's performance seeking input from appropriate USAID/Liberia mission staff and external stakeholders. As the incumbent is expected to work with a high degree of independence, s/he must be able to establish priorities, adhere to and meet deadlines, and perform responsibilities and duties with minimal guidance. 4. Available Guidelines: The TMA is required to understand Mission and Agency specific policies and procedures which govern human resources management in addition to the USAID/Liberia established administrative operating procedures, policies and formats. Oral guidance from the immediate Supervisor and specific detailed instructions will be given (when necessary) for carrying out unique assignments. The incumbent will be required to be proactive in keeping abreast of evolving guidelines and policies which affect mission talent management objectives, including but not limited to the Automated Directives System (ADS), Mission Orders, Mission Notices, USG Procurement regulations, and USAID Liberia strategy and policy documents. In addition, the Mission Executive Officer and the Executive Office staff and their counterparts in USAID/Washington are available as resources to provide advice and guidance. 5. Authority to Make Commitments: None. 6. Exercise of Judgment: In instances not clearly covered by written guidelines, the incumbent will use her/his own personal, well informed judgment and ingenuity to interpret the intent of guides in devising innovative approaches to resolving technical, administrative, managerial and/or policy problems. Excellent (balanced) judgment must be exercised in setting priorities. The use of initiative, discretion, and patience is expected from the incumbent in dealing with USAID personnel as well as representatives from other USG agencies and donor organizations to resolve problems that arise during the course of work for which there is often no clear or immediate solution. 7. Nature, Level and Purpose of Contacts: The TMA will be required to maintain solid working relationships with various USAID Washington Offices and all Mission personnel to function effectively. The TMA will be required to work closely with the Executive Officer and HR Specialist. The purpose of contact will be to: 1) influence, motivate, or direct people or groups; 2) maintain open lines of communication in support of Mission talent management objectives; 3) maintain regular communications regarding the timely management of activity functions and procedures; 4) collect, obtain, and verify factual information pertaining to talent management activity planning and implementation; and 5) monitor and evaluate talent management activities on a regular basis. Interactions will concern information gathering and dissemination, and assisting with the development and implementation of talent management activities. 8. Supervision exercised: None II. QUALIFICATIONS In order to be considered for this position, a candidate must meet the Required Minimum Qualifications listed below. Required Minimum Qualifications: 1. Education: A graduate degree in Human Resources Management, Adult Education or a closely related field is preferred for this position. A Bachelor's Degree in business administration, education or a closely related field of study is required for this position. 2. Work experience: a. Six years of experience designing, implementing and evaluating staff recruitment and or staff development (training and mentoring) activities for an international organization or donor agency with 75-100 employees located in a developing country. Preference will be given for staff development and recruitment work experience in situations/locations where recruiting qualified staff was unusually difficult and or for situations in which unusual circumstances made staff development exceptionally challenging. Experience working in Africa preferred. b. Demonstrated experience working as a human resources management advisor to the director(s) of an international organization or donor agencies. c. Demonstrated experience developing and implementing innovative staff development and or recruitment programs. 3. Skills and Abilities a. Strong interpersonal and communication skills including the ability to perform well in a cross cultural workplace. b. Ability to facilitate meetings and make oral presentations logically and persuasively to senior management and staff at all levels in a multi-cultural context. c. Ability to work effectively in a team environment with the USAID Executive Officer and HR Specialist. d. Strong computer, verbal, and writing skills required. Must be fluent in English and have proven ability to communicate quickly, clearly, and concisely in both speech and writing B. Evaluation Factors: 1. Education Background (15 points) 2.
