- Contracting Office Address Department of Health and Human Services, National institutes of Health, National Institutes of Health (NIH), National Library of Medicine, 6707 Democracy Boulevard, II Democracy Plaza, Suite 700W, Bethesda, Maryland 20892 Description National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) plans to procure on a sole source basis with Bruker Biospin, 15 Fortune Drive, Billerica, MA 01821 for a Cryo-Free EPR 15K Variable Temperature System with the following specifications: ER 4118HV-CF100 FlexLine Cryo-Free VT System CH-204 15K Cryocooler System CH-204 Cold Head ~ 15K->200K cold-head range cooling capacity 1 W@10K HC-4 water cooled compressor 208-240V 1 phase 10' Gas Line Set FlexLine Probe Interface Custom A1 shroud Indium sealed 12mm quartz cold window He gas flow ports Vacuum pump port Stand Assembly Cernox senor 50W heater Temperature Controller Electronic temperature controller Interfaced to Xepr TM and Xenon TM software Control cables for sensors and computer DEER measurements are typically conducted at temperatures between 30 and 50 k. This therefore requires cooling with liquid helium. This is a complicated and very delicate to setup and takes a significant amount of time to equilibrate at such low temperatures. Further, it consumes significant amount of helium (approximately 1 liter per hour). A single helium dewaer typically contains 100 liter, and would only be sufficient for 4 days of measurement. The cryo-free EPR 15K variable temperature system developed by Bruker for the plus Q-band EPR spectrometer, enables one to keep the EPR spectrometer at temperatures of 30 to 50 Kelvin continuously, with no consumption of liquid helium and negligible helium gas consumption. The cryo-free temperature system is a closed system in which helium is continually re-liquified. The cryo-free system allows variable temperature range from 15 kelvin to 315 Kelvin, allows for rapid sample exchange, optical access and vibration isolation. Bruker Biospin is the only manufacturer of this cryo-free system for their spectrometers. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 334516 and the business size standard is 500. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type contract. This is not a solicitation for competitive quotations. However, if any interested party believs they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NIDDK Acquisitions Branch on or before 11:00 AM EST on April 4, 2012. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NIDDK Acquisitions Branch to the address stated above. All questions must be in writing and can be faxed to 301-402-8501 or emailed to V. Lynn Griffin, Business Opportunity Specialist at griffin@mail.nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
