Description
NASA/GSFC has a requirement for one (1) total inorganic carbon analyzer,accessories, training, and installation. See below for detailed specifications andrequirements:Instrument for the determination of total dissolved inorganic carbon in seawater.Instrument should include an acidification module to strip out CO2 and coulometer forendpoint titration of CO2. The coulometer serves as the detector to detect carbon in therange of 0.01 micrograms (ug) to 100 milligrams (mg). The acidification module acidifiessamples in a heated reaction vessel to evolve forms of inorganic carbon (includingdissolved CO2, carbonate ion, bicarbonate ion, and carbonic acid) as carbon dioxide. ACO2-free carrier gas sweeps the reaction products through a scrubbing system and into theCO2 Coulometer for detection. The CO2 Coulometer should automatically titrate the evolvedCO2. By using absolute coulometric detection (based on the principles of Faraday's Law),the instrument system should not require user calibration. A relative standard deviation(RSD) of better than 0.20% is required for samples containing 1000 ug to 3000 ug ofcarbon (C). For smaller carbon concentrations, an absolute deviation of 1 ug C isrequired. The CO2 coulometer provides highly accurate, absolute determination of carbonin any CO2- containing gas stream. Maximum precision of 1.5 micromoles per kilogram.Background should be <0.05 micrograms C per min. When samples contain over 1000ug C,the titration accuracy should be better than +/-0.15% relative. Overall accuracy shouldbe typically +/-0.3% relative. For waters, dissolved CO2 accuracy is better than +/-0.5ppm (parts per million) C when 5 ml samples are used. Other required features:Analysis of up to 50 samples in a single analytical run.Typical sample analysis times of 5-7 minutes.Instrument performs all necessary analysis functions and calculates sampleresults based on user input.Analysis data and system parameters are automatically saved to digital media(hard drive, flash drives, etc.). Data should be transferable through a communications port on the instrument to acomputer. Integrated software that permits user to enter sample data information andanalysis parameters.This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation,which is issued as a Request for Quotation (RFQ); quotes are being requested and awritten solicitation will not be issued. Offerors are required to use the On-Line RFQsystem to submit their quote. The On-line RFQ system is linked above or it may beaccessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=51#150686. Theinformation required by FAR Subpart 12.6 is included in the on-line RFQ.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.Questions regarding this acquisition must be submitted in writing (e-mail is preferred)no later than March 28, 2012. It is the quoter's responsibility to monitor this site forthe release of amendments (if any).
