Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with American National Standard Institutes (ANSI) of New York City, New York, for the acquisition to co-host a Open Session at the ISO General Assembly meeting. Background Information: Fifty-six NIST technical staff participates in ISO technical committees, with 92 committee memberships. Nearly 200 (195} ISO standards are incorporated by reference into federal regulations, making ISO a very important standards organization to the Federal government in general, and to NIST specifically. The 35th ISO General Assembly meeting is an important opportunity to demonstrate the U.S. commitment to leadership in various industries and in ISO, and to showcase U.S. technology and innovation to colleagues around the globe. As one of the world's leading producers of International Standards, the International Organization for Standardization (ISO) is a key player in the development of global markets for a very broad spectrum of subjects. Sole Source determination is based on each year, a host country organizes a multi-day forum that brings together more than 600 delegates and accompanying persons from ISO's more that 160 member countries. The purpose of this event, known as the ISO General Assembly, is to provide a central venue for the discussions that will shape the direction of ISO's future products, services and systems. ANSI serves as the focal point for U.S. parties interested in ISO standards development, and as the nation's representative to the ISO for all U.S. technical and Policy contributions and is the only known vendor capable in providing the open session. The North American Industry Classification System (NAICS) code for this acquisition is 541611, and the size standard is $7M. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by April 2, 2012 will be considered by the Government.
