- Agency/Office: Overseas Missions Location: Ecuador USAID-Quito Title: USAID/ECUADOR - Supporting Ecuador's Development of an Effective and Equitable REDD+ Strategic Framework. Reducing Emissions from Deforestation and Forest Degradation (REDD) is an effort to create a financial value for the carbon stored in forests, offering incentives for developing countries to reduce emissions from forested lands and invest in low-carbon paths to sustainable development. "REDD+" goes beyond deforestation and forest degradation, and includes the role of conservation, sustainable management of forests and enhancement of forest carbon stocks. The U.S. Agency for International Development (USAID) intends to release a solicitation for punctual and long-term technical assistance that will support priority decisions and processes defined by Ecuador to advance their position in the international effort to address REDD+. USAID/Ecuador's program will support the Government of Ecuador (GOE) advance REDD+ readiness objectives. Procedures, information, and results developed as part of these efforts will be used to inform Ecuador's own REDD+ strategy and inform the creation of an effective international architecture for REDD. The program will have three main objectives: I. Develop technical tools and science capacity for REDD+ participation; II. Support Ecuador's development of an effective and equitable REDD+ strategic framework supported by good policy and forest governance and by the buy-in of stakeholders; and III. Implement REDD+ demonstration models that address drivers of deforestation, ensuring that programs are market-relevant and provide broad social and biodiversity benefits. The planned activities are anticipated to be for a 60-month time period, starting on or around October 2012. Issuance of this notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed. This notice satisfies the synopsis requirement in FAR 5.201. All information required for the submission of an offer will be contained in the electronic RFP package, that will be posted at www.fedbizopps.gov, no less than 15 days after this notice.
