- Requirement for (up to) 50 Gym Memberships for Military and Civilian Personnel assigned to the Office of the Deputy Chief Management Officer (DCMO), 4800 Mark Center Drive. This is a Request for Information (RFI), to gain knowledge of interest and capabilities. THIS IS NOT A SOLICITATION FOR PROPOSALS. The Government DOES NOT intend to award a contract on the basis of the responses to this RFI. Scope: The Washington Headquarters Services (WHS), Acquisition Directorate (AD) on behalf of the Office of the Deputy Chief Management Officer (DCMO), has potential requirements for physical fitness facilites for military and civilian personnel assign to the DCMO at 4800 Mark Center Drive. The potentially needed/required core capabilities are outlined below. 1.) The contractor shall provide unlimited access to physical fitness facilities, qualified instructors, formal health programs and services. The facility shall be easily accessible by employees before and after duty hours and during the normal business day. 2.) The contractor must have multiple facilities covering a broad geographic area in Northern Virginia, Maryland, and DC and allow ODCMO members to access all facilities interchangeably and at no additional cost to the government or members. The contractor's facilities in this membership program must include all of the fitness centers in the local DC Metro commuting area and have at least one facility within 2 driving/walking miles of the ODCMO's Mark Center located at 4800 Mark Center Drive, Alexandria, VA, 22311. 3.) The contractor shall provide a variety of exercise equipment and classes to include but is not exclusive to: cardiovascular machines, strength and toning machines, group fitness classes, and shower facilities. 4.) The contractor shall provide numbered, individual identification cards to members at no additional cost to the government and maintain a listing of all cards issued each month and a daily sign-in log for ODCMO personnel. 5.) The membership being purchased shall belong to the government (ODCMO). The Contractor shall propose a mechanism for structuring and pricing a corporate membership for ODCMO. 6.) Termination/Transfer. Participant membership may be terminated upon a 30 day written notice with the termination effective at the end of the following full calendar month. Any advance co-payments will be refunded to the individual upon termination on a pro rated basis. In the event that a member transfers or decides not to continue using the facility during the period of this contract the Government (ODCMO) shall have the right to transfer the membership from person to person at will, provided that the individual assuming the membership makes the requisite co-payment. There shall be no fee associated with such transfer. 7.) The Government (ODCMO) will be allowed to hold PRT testing once during a 6-month period at no cost to the ODCMO military personnel who are not members of the facility. The COR is required to give the contractor a 2-week advance notice to ensure space availability for the PRT testing. 8.) The contractor may permit employees to enroll family members on the same membership as the employee. The employee will be solely responsible for the full cost of adding additional family members to their account. Employees who elect to add family members are responsible for paying the additional charges on a monthly basis in addition to their prorated portion of the dues. The rate of elective family members is determined by the employee and contractor - the government will not participate in elective participation program. 9.) The employee is also responsible for any and all incidental costs associated with convenience items purchased on the premises, i.e. food and beverage, special instruction, training, or classes where an added costs is customary commercially. This is a Request for Information (RFI), to gain knowledge of interest and capabilities. The Government is seeking responses from interested fitness facilities as a result of this announcement. The Government is soliciting interested parties only at this time; no awards will be made from this announcement. However, all information received may be used for evaluation of future offers/awards. Interested fitness facilities providers shall provide a brief white paper (no more than 2 pages) describing their capabilities to meet any or all of the above core capabilities. Potential facilities shall identify any current awards from the Department of Defense (DOD) with points of contact identified by name, telephone number, and e-mail address.
