Description
The Federal Highway Administration (FHWA) has a new requirement for management consulting services in support of a new Surface Transportation Project Finance Center (PFC). The selected contractor shall provide both program management services to the US Department of Transportation (DOT) and strategic financial advice to project sponsors seeking assistance from DOT discretionary grant programs such as Transportation Investments Generating Economic Recovery (TIGER), New Starts and Small Starts (transit), and discretionary credit programs such as Railroad Rehabilitation and Improvement Financing (RRIF) and Transportation Infrastructure Finance and Innovation Act (TIFIA). As part of its market research for this solicitation, on December 22, 2011 the FHWA released a Request for Information (RFI) with a response date of February 6, 2012 and on January 27, 2012 hosted a pre-submittal conference. Attendance at the pre-submittal conference or submission of an RFI response is not required to submit a proposal. The FHWA anticipates that competition under this requirement will be full and open to all sources. The FHWA anticipates that it will award a single Indefinite Delivery / Indefinite Quantity (IDIQ) contract for a maximum duration of 36 months. The NAICS code for the anticipated solicitation is 541618. The solicitation, including all related documents and amendments (if any), will be released and available only electronically through the FedBizOpps posting system at https://www.fbo.gov. As such, no written, telephonic, facsimile or email requests for the solicitation package will be honored. Interested parties are encouraged to register at the aforementioned site to receive procurement announcements by email. Since this solicitation will only be available electronically, it is solely the responsibility of interested parties to monitor the FedBizOpps website for any solicitation amendments. All responsible sources are encouraged to submit a proposal, which shall be considered by the FHWA. No further information is available at this time.
