Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for Rock Removal from portions of the 40-foot deep Main Ship Channel in the Boston Harbor Federal Navigation Project, Boston, Massachusetts to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned and Small Business concerns. The NAICS code for this procurement is 237990. The estimated construction cost is between $1,000,000.00 and $5,000,000.00. Work must be performed during the period of 1 August to 15 September 2012. The location of services to be performed under this contract shall be in 40-foot deep Main Ship Channel of the Boston Harbor Federal Navigation Project in Boston, Massachusetts. The project consists of the removal of rock/ledged from 7 locations in the Main Ship Channel. The rock that is removed from the channel will be placed at the rock reef portion of the Massachusetts Bay Disposal Site (MBDS) located approximately 20 miles offshore. Borings have been taken at the locations and rock testing performed. Some of the rock may require blasting for removal. It should be noted that the mean tide in Boston Harbor is 9.5 feet so the contractor will need to be able to operate in a channel where the water depth could be up to 54 feet. Under this contract the successful offeror will be required to provide the equipment and materials required for the removal of rock/ledge from the 40-foot channel of Boston Harbor and place the rock at the MBDS offshore. The offeror will be evaluated on past experience in rock/ledge removal efforts in Deep Draft Navigation Projects and must demonstrate the following experience/expertise: Removal of rock/ledge from Deep Draft channels mechanically Removal of rock/ledge from Deep Draft channels by blasting. Disposal of dredged material at Ocean Disposal Sites Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and experience in performing the work components stated above. The project examples must have been performed within the last five years. However, the experience does not have to be demonstrated on one single project. Subcontractors may be used to demonstrate this past experience. Please include a Point of Contact and phone number for each project example who may be contacted for further information on contractor's effort and performance. Responses are due March 30, 2012. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
