- Complete specifications for Program 1701S. One-year, single-award term contract with 4 option years for the production of folders, business cards, pamphlets/booklets, forms, and notebook pads requiring such operations as electronic prepress; printing in black, black plus one or more additional ink colors, four-color process, and four-color process plus one or more additiional ink colors including metallic inks; aqueous coating; binding; packing and delivery. NOTE: THIS IS A SET-ASIDE CONTRACT AS FOLLOWS: SET ASIDE: This procurement is set aside for eligible contractors that meet the criteria established in Section 853 of Public Law 108-136 (National Defense Authorization Act for Fiscal Year 2004) ONLY. The term "eligible contractor" means a business entity operated on a for-profit or nonprofit basis that (a) employs severely disabled individuals at a rate that averages not less than 33 percent of its total workforce, (b) pays not less than the minimum wage prescribed pursuant to Section 6 of the Fair Labor Standards Act of 1938 (29 U.S.C. 206) to the employees who are severely disabled individuals, and (c) provides for its employees health insurance and a retirement plan comparable to those provided for employees by business entities of similar size in its industrial sector or geographic region. The term "severely disabled individual" means an individual with a disability (as defined in Section 3 of the Americans with Disabilities Act of 1990 (42 U.S.C. 12102)) who has a severe physical or mental impairment that seriously limits one or more functional capacities. Any contractor bidding on this procurement MUST provide a notarized statement with their bid that their firm meets the criteria listed above. Any contractor unable to self-certify their compliance with the criteria above will be determined to be non-responsive and their bid will not be considered. Fraudulent statements of compliance may subject the contractor to criminal liability and/or suspension and debarment under the procedures established in Chapter 1, Section 11, GPO Publication 305.3 (Printing Procurement Regulation). Contractor, by accepting an award, agrees to allow unannounced, unscheduled on-site inspection of facilities and immediate access to all records maintained by the contractor relevant to its status as an eligible contractor. Failure to do so will result in an immediate termination of the contract for default.
