- Sole Source Notice of Intent The U. S. Army Corps of Engineers - Information Technology (ACE-IT) Most Efficient Organization (MEO) intends to solicit on a sole source basis to Lockheed Martin Integrated Systems, Inc., 6801 Rockledge Drive, Bethesda, MD 20817-1803 for classified and unclassified Information Management and Information Technology (IM/IT) support services. This sole source falls under the Justification and Approval (J&A) for an extension of the current contract, W91WMC-07-D-0001. Period of performance for continuation of services will be from 1 October 2013 thru 30 September 2014. Lockheed Martin is a long time collaborator with ACE-IT. As the primary contractor for W91WMC-07-D-0001, Lockheed Martin is responsible for overseeing IM/IT support services as directed at supporting USACE locations within the continental United States (CONUS), Pacific Ocean Division, Honolulu District, Alaska District, and Puerto Rico totaling approximately 41,000+ end-users. Support includes functions, services, and tasks associated with IM/IT encompassing the following: administration and management, automation, communications, information assurance, records management, printing and publications, and visual information. These services are under the management and technical control of ACE-IT. This procurement is being conducted under the authority of FAR 6.302-1(a)(2)(iii): services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered thru competition, or unacceptable delays in fulfilling the agency's requirements. It is vital to the project that continuity of the system remains; therefore, no other company could perform this enhancement and integration. Interested organizations must be registered with CCR. These organizations may submit their capabilities/qualifications to perform the effort in writing to the identified point of contact no later than 1600 hrs Central Time Zone on 7 April 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
