- ******PLEASE CONTACT MARY BRINKLEY/ARCS ONLY FOR ALL TECHNICAL QUESTIONS OR QUOTEISSUES. MARY BRINKLEY'S CONTACT INFORMATION IS IN THE BODY OF THIS SOLICITATION****** NASA/MSFC has a requirement to purchase a new hydraulic power supply, control cables andon-site installation of a hydraulic distribution system for the mechanical test lab. NASA/MSFC intends to purchase the items from Manufacturing Technical Solutions (MTS),Inc. Competition is impractical for the following reasons:1. MTS has specific experience working with current MSFC test facility equipment.Current mechanical test lab controllers and hydraulic power supplies were purchased fromMTS making it impractical for another vendor to supply needed control cabling nor wouldanother vendor possess the knowledge to utilize MTS First on Last Off technology. Dueto possiblesoftware and hardware conflicts MTS is the only viable vendor who can provide therequired control cabling. 2. NASA/MSFC has a requirement to couple the new hydraulic power supply with the currentvariable flow MTS model 505.180. Coupling these power supplies requires communicationbetween the existing and new power supply, thus having MTS provide the new power supplyeliminates compatibility issues. MTS has designed these hydraulic power supplies to becoupled and selection of another vendor would require development of a communicationinterface that adds additional cost. For that reason, MTS is the only practical vendorfor the hydraulic power supply and control cables that can provide a package thatincludes installation of the hydraulic distribution system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Mary.M.Brinkley@nasa.gov no later than 4:30 p.m. cst. on March 22,2012. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
