Sources Sought Notice (Market Survey)US Army RDECOM-ARDEC-METC ACC-NJ-ET, Picatinny Arsenal, New Jersey 07806-5000 Modernization of Solvent Propellant Lines at Radford Army Ammunition Plant (RFAAP) Response Date: 15 April 2012 The Army Contracting Command, Picatinny Arsenal, New Jersey, on behalf of U.S. Army Research Development Engineering Command Armament Research Development and Engineering Center (RDECOM-ARDEC) is conducting a Market Survey, as the United States Army is contemplating the modernization of the single and multi base solvent gun propellant production lines at Radford Army Ammunition Plant (RFAAP), located in Radford, VA. The purpose of this Sources Sought notice is to identify proven technologies and processes for single and multi-base solvent propellant production. The current production lines produce 5.25M lbs/year of solvent single base propellants and 3.9M lbs/year of solvent multi-base propellants. Ether, alcohol and/or acetone are used as solvents during production and several operation including dehydration, mixing, pressing, cutting and coating are also performed. The anticipated benefits of the modernization are: an environmentally compliant process and improved propellant uniformity, process control, safety, maintainability, and flexibility that will support production of propellants having multiple formulations and geometries, including stick propellant. In addition, a reduction of energy consumption, waste generation, cycle times, labor requirements and facility footprint are also expected benefits. The ultimate goal would be to identify the best technology available to produce solvent gun propellant and utilize this technology in whole or in part to modernize the existing solvent facility at Radford Army Ammunition Plant, in order to reduce the overall manufacturing cost, improve process safety and enhance product quality. All information is to be submitted at no cost or obligation to the Government, all information as provided will not be returned. Information provided will not be shared with third parties outside of the U.S. Government. Firms or companies responding to this Sources Sought (Market Survey) should provide a summary of their companys capabilities including a description of their facilities, personnel, past experience, specifications, brochures, manuals, reports, demonstration video and other technical data required to justify your ability to support this modernization effort. Response should identify their current business structures: (a) Name of Company-including contact persons name, company address, telephone numbers (voice and Fax), and email address. (b) Company size (i.e. Large, Foreign, Small, Small Disadvantaged, 8(a), Women Owned Small Business, Historically Underutilized Business Zone Concern, Veteran-Owned Small Business, or Service Disable Small Business). Identify current products that are available commercially or can be modified to meet the requirements above. All data should be sent at no cost to the US Government no later than 15 April 2012.
