Description
This announcement is being posted to both the Federal Business Opportunities (FBO Page located at http:///www.fbo.gov and the Navy Electronic Commerce Online (NECO) located at http://www.neco.navy.mil. This is a sources sought announcement in accordance with FAR Part 10 to identify potential sources of support in the conduct of sustainment planning activities. Specifically, the Naval Sea Systems Command (NAVSEA) is conducting market research to determine industry capability and interest in performing as the In-Service Engineering Activity (ISEA) for maintenance, repair, and alterations of the DDG 1000 Class Guided Missile Destroyers specific Command, Control, Communications, Computers and Intelligence (C4I) systems; and /or the Software Support Agent (SSA) for maintenance, repair, and refresh of the DDG 1000 Class Guided Missile Destroyers specific Command, Control, Communications, Computers and Intelligence (C4I) software systems. Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact to Naval Sea Systems Command, Attn: Patricia Stephens SEA02432S. Please scan your letter of interest and e-mail it to patricia.l.stephens@navy.mil with DDG1000 C4I In-Service Engineering Activity Sources Sought Response or DDG1000 C4I Software Support Agent Sources Sought Response in the subject field. The notice of interest for performing as the ISEA should include a brief description of your company and its capabilities as they relate to the requirements of maintenance, repair and alterations of C4I systems of the DDG 1000 Class Guided Missile Destroyers. The notice of interest for performing as the SSA should include a brief description of your company and its capabilities as they relate to the requirements for maintenance, repair and refresh of C4I software systems of the DDG 1000 Class Guided Missile Destroyers. Information submitted should be pertinent and specific in the technical area under consideration, on each of the following qualifications (1) Experience: an outline of previous projects, specific work previously performed or being performed and any in-house research and development effort; (2) Personnel: Name, professional qualifications and specific experience of scientist, engineers and technical personnel who may be assigned as principal investigator and/or project officer; (3) Facilities: Availability and description of special facilities required to perform in the technical areas under consideration. A statement regarding industrial security clearance. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. Information provided shall be treated as Business Sensitive or confidential to the responder, and shall be subject to the process for exemption from public release under the Freedom of Information Act. All information shall be provided free of charge to the Government. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements set forth in the Announcement. This sources sought announcement is not a request for proposal. The purpose of this sources sought announcement is to gather information from the market place. Information provided in response to this sources sought announcement will not be considered an Offer by the responding contractor and cannot be accepted by the Government to form a binding contract. No telephone inquiries will be accepted and requests for solicitation packages will not be granted, as a solicitation has not been prepared at this time. When to Submit: Responses are requested by 2PM Eastern Standard Time, 29 Mar 2012.
