Description
ARCHITECT-ENGINEERING (A/E) DESIGN SERVICES: The VA Medical Center, Atlanta, GA is seeking qualified A/e firms to furnish professional services to design a package for construction of a new parking lot at the Uptown Division of the Charlie Norwood VAMC, Augusta, GA. The design package will consist of drawings and specifications suitable for construction of a paved surface parking lot with a capacity of 350 - 400 vehicles. The design must comply with current VA and AIA design requirements. The proposed parking lot location will be in the undeveloped area south of Building 110. The parking lot design shall include site lighting, access control gate to restrict parking to employees and low profile perimeter barriers. The proposed contract will also include construction period of services to be accomplished by the A/E firm. The estimated construction cost for this project is approximately $785,000.00. The A/E will be responsible for phasing recommendations, planning, consultation and visits, design work, preparation of contract drawings and specifications for construction bidding, perform constructability reviews at each design review, accessibility for maintenance and operation of all systems, complete or update the statement of conditions compliance document, preparation of cost estimated, participate in the reconciliation of VA and A/E cost estimated, perform energy review and analysis, drawings and specifications, demolition, construction, inspection, testing and certification of all work for the referenced project. Each project is 100% set aside for service-disabled veteran-owned small business (SDVOSB) concerns and the award of a firm fixed price for each project is anticipated. The NACIS code for these projects is 541310 and the applicable small business size standard is not more than $4.5 million in annual gross revenues averaged over the past three years. Interested parties shall ensure current state licensing, shall have current registration in the Central Contractor Registration (CCR) database at http://ccr.gov, verified as a SDVOSB in VetBiz information pages (VIP) at http://vip.vetbiz.gov and reporting to VETS 100 program at https://vets100.dol.gov.vets100login.htm. SDVOSB verification is mandatory to be considered for award. Due to the requirement for site visits and coordination on design reviews, the area for consideration for this acquisition is restricted to A/E firms that can be at the Charlie Norwood VAMC, Augusta, GA within three (3) hours of notification of the need for their presence. Interested firms shall submit four (4) copies of their SF 330 with appropriate documentation along with two (2) CDs containing all requested information to the Atlanta VAMC, Attn: Phillip Braswell, Room GC-125, 1670 Clairmont Rd., Decatur, GA 30033 not later than 2:00 PM local time Thursday, April 5, 2012. Forms are available on the internet at http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?viewType=DETAIL&formld+21DBF5BF7E860FC185256E13005CAA6. The A/E selection criteria will include the following elements: management plan, past experience, professional qualifications, facility location, design approach, cost and schedule control, estimating effectiveness, experience and capabilities, awards received, circumstances and outcome of any litigation, type and amount of liability insurance and background of key personnel. Firms will be evaluated by an A/E evaluation board, scored and ranked according to score. The three (3) most qualified firms will be invited to interview with the evaluation/selection board and will be numerically scored. The firm with the highest score will be selected and asked to negotiate a fair and reasonable price. This is not a request for proposals and no materials will be issued and no solicitation package or bidder/plan holder list will be issued.
