Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This acquisition is set-aside for a small business including service disabled veteran owned small business and veteran owned small business. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA261-12-Q-0656, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55, effective January 5, 2012. The solicitation incorporates by reference FAR clauses and provisions: 52.212-1, 52.212-4, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-18, 52.225-1, 52.225-13, 52.232-34, 52.211-6, 52.214-21 and 52.212-2. The Contractor shall be registered in Central Contractor Registration (CCR) at the website https://www.ccr.gov and the ORCA website at https://www.orca.bpn.gov NAICS code 811310 applies with SBA size standard of $7.0 Million Quotes are due no later than 4:00 p.m. Pacific Local Time on March 21, 2012. STATEMENT OF WORK REQUIRED Contractor to provide all necessary supervision, labor, tools, travel, equipment and materials to accomplish emergency generator and transfer switches maintenance on seven (7) generators at VA Medical in Reno, Nevada. Services to include Annual Service, 4 Hour Load Bank Testing, Monthly Inspections and Weekly Checks. Contractor shall have 24-hour per day. 7-days per week, 365 day a year presence in the Reno area to be available for emergencies. Contractor shall be available to respond to emergency calls within 1-hour. Contractor at least 2 years of previous experience maintaining and repairing hospital generators in the Reno Nevada Area. Annual Services Before Starting Engine: "Check engine oil level and coolant level. "Check block heater to maintain coolant temp. (Approximately 110 Deg. F in the block) "Check fuel level in storage tank advise when main fuel tank is below ¾ full. "Check fuel day tank pump manually for proper operation if applicable. "Check battery water level and top as necessary. "Check battery voltage. (13 - 14 VDC or 26 - 27 VDC) "Check battery terminals for corrosion and connections for tightness (clean if necessary) "Check visually engine/generator electrical wiring harnesses and terminal connections "Check engine/generator control panel gauges and alarm lights. "Check equipment mounting (vibration isolators) and accessory mounts. "Check radiator for plugging, level switch if applicable, and leaks. "Check engine governor controls (linkage) if applicable. "Check air induction system including turbocharger Engine Running: "Check oil pressure, fuel pressure, belt driven accessory drives. "Check oil level and add oil as required. "Check generator frequency (including stability), voltage, temperatures and pressures "Check for leaks or unusual noises. "Check engine exhaust system "Check engine cooling fan After Stopping Engine: "Check fuel level in tank. "Record battery charger volts, check for proper operation. "Remove, clean and reinstall all battery connections if necessary. "Inspect generator for cleanliness. "Drain crankcase oil and replace with new oil. Take oil samples for analysis. "Remove and replace oil and fuel filters. "Inspect air filter(s) "Perform Load Bank testing oStart engine and operate using resistive load bank for a period of Four (4) hours. oCheck generator output-voltage, frequency, amperage, temperatures and pressures every 15 minutes (record onto chart) Reporting: "Provide service report for each visit and advise customer of potential problems which will require further attention. Service "Tag out / Lock out Transfer Switch and Generator(s) "Remove AC Power to Transfer Switch (Customer to By pass or Open Breaker to switch) "Thoroughly dust and vacuum all controls, meters, switching mechanism components, interior buswork, and lug connections. "Inspect buswork and supporting hardware for carbon tracking, cracks, corrosion or any other types deterioration. "Check stationary and movable contacts. "Lubricate all moving parts and check for binding. "Check all hardware for loose connections. "Check all wiring and load cables for signs of wear or deterioration. "Restore store Transfer Switch and Generator(s) to auto standby mode. Testing "Standby while customer test system (Auto Transfer) "Record all time delays during transfer and retransfer. "Re-thermo scan all connections. "Check for any voltage drops across contacts during test "On completion of test, provide written report. Total Price $ BASIS FOR AWARD Award will be made to the contractor whose quote is determined to be responsible, technically acceptable and conforming to the combined Synopsis/Solicitation, and offers the lowest evaluated price to the Government. All questions shall be submitted in writing no later than 12:00 PM Pacific Local Time, Monday, March 15, 2012. Answers to questions will be addressed via an amendment to the solicitation and will be posted to www.fbo.gov Responses to inquiries raised orally shall not be considered official until the VA receives them in writing and answers them in writing. The estimated award date shall be March 23, 2012. All interested parties who are capable of providing the required services are encouraged to submit an offer.
