Product Manager Radars Product Management Office Support Contracting Office: U.S. Army Contracting Command, 6001 Combat Drive, Aberdeen Proving Ground, MD 21005 Notice Date: 15 March 2012 Response Due: 29 March 2012 Points of Contact: Product Manager (PdM) Radars - Tom Frank, 443-861-2718 TITLE: Product Management Office (PMO) Support Description: This is a request for information only. This is not a Request for Quotations (RFQ) or Request for Proposals (RFP). The US Army PdM Radars is seeking small business sources to provide information that demonstrates their ability to provide long-term engineering, fielding, quality assurance, logistical, business operations, business management and administrative support. The programs currently supported by PdM Radars are: Enhanced AN/TPQ-53 Radar, FIREFINDER Family of Equipment (AN/TPQ-36/37), the Lightweight Counter-Mortar Radar (LCMR) Family of Systems (AN/TPQ-48, AN/TPQ-48A, AN/TPQ-49 and AN/TPQ-50), Foreign Military Sales (FMS) and repair and return. Requirements: PdM, Radars anticipates awarding a two year contract (base year with one option year) to obtain the programmatic and functional support personnel (approximately 100 individuals in multiple functional areas) to support the areas outlined below. This listing is not all inclusive, but, provides a general description of support required. Provide programmatic and program system engineering technical support for the PdM Radars and functional support to divisions and teams. Labor, incidental materials, travel expenses, and other services necessary to perform programmatic support in monitoring, assessing, coordinating, analyzing and integrating component programs/activities, including briefings/presentations and agendas for the total life cycle of all programs/systems and support for deployments, exercises, technology demonstrations and acquisition streamlining initiatives. Business Operations: Technical/administrative/graphics support to prepare briefing notes and action items for program reviews, user conferences, and other support meetings and assist in the preparation, review, and update of PdM Radars administrative correspondence. Other functional support areas include: initiation/monitoring work orders; property accountability; supply management and other elements to keep an office of 100+ personnel going. All documentation will be approved and signed by the Government. Quick response to Project Managers, Product Managers, Product Directors, functional support division chiefs and team leaders and their staffs to develop briefings, schedules, hardware/software requirements, and "what-if" budget and programmatic exercises is a requirement. Program Management, Plans and Integration: Program management support and recommendations for PdM Radars systems life cycle performance requirements to include analysis and integration of data from the programmatic, engineering, test and evaluation, configuration and data management, systems integration support, field support and logistics functions, and synthesis of data to present project status, long range plans and program accomplishments in relation to program objectives, budgetary constraints, schedules and technical requirements; input and recommendations for the formulation of acquisition strategies and plans and the development, maintenance and tracking of Acquisition Program Baseline documents; assist Government personnel prepare Acquisition Requirements Packages (ARP) for potential contracts; inputs and recommendations in the development of spend plans; provide data analysis and spreadsheets to assist in the management of the program; provide input, evaluations, recommendations and preparation in draft format for comprehensive plans/documents and all acquisition streamlining reform initiatives; plan and prepare for the execution of program reviews and milestone decisions; input and recommendations for the development of required documentation and presentation materials in preparation for reviews; and input and recommendations to integrated product teams. Engineering Support: Provide systems engineering expertise to analyze system concepts, system design and interoperability and assist the Government by providing independent evaluations of technical performance and progress of weapon systems for PdM Radars Family of Systems programs. Assist with new program development and development of program alternatives/strategies including market surveys, trade-off analysis, best technical approach and cost effectiveness analysis. Provide engineering support to PdM Radars systems to include: requirements/capabilities gap analysis; providing input to user capability needs; analyses and translation of user capability needs/requirements into performance specifications for all program systems; providing input to, and analysis of, system architectures for the current and future PdM Radars systems evaluation of detailed designs, drawings, equipment lists and interconnect diagrams; support of design reviews and provide input to the Government in the design approval process; configuration management, including support of engineering change proposal process and conduct of physical and functional configuration audits; integration, assembly and test support in areas of production management, logistics, product assurance, safety, acceptance testing and on-site integrated system testing and handover to units. Provide input in the preparation/writing and coordination of documentation required for program reviews; milestone decisions; program and budget submissions; cost estimates, including program office estimates (POE); cost, schedule and technical risk evaluations; Congressional inquiries; audits; other programmatic documentation, program schedules, information papers and briefings. Provide programmatic assessments for technology transition into PdM Radars platforms and related command and control systems. Assessments may include technologies being developed (or under development) in supporting research and development organizations such as Communications Electronics Research Development and Engineering. Logistics Support: Support the management of logistics programs for all supported systems during development, production and sustainment phases and review and provide comments to documentation supporting Integrated Logistics Support, MANPRINT, technical manuals, training management, configurations audits and technical data packages for PdM Radars systems, major assemblies, sub-assemblies and replenishment parts. Be familiar with repair data program management tools for analysis of logistics, product assurance, total asset visibility, configuration management, prime and subcontractor manufacturing data and provide advice in the planning, documentation preparation and coordination of the materiel release/type classification of PdM Radars systems. Support the government in the review of logistics documents and provide input in the preparation/writing and coordination of documentation required for PdM Radars program reviews; milestone decisions; program and budget submissions; cost estimates; cost, schedule and technical risk evaluations; Congressional inquiries; audits; other programmatic documentation, program schedules, information papers and briefings. Program Budget: Maintain program and budget documentation to prepare for program milestones. Documentation may include estimated cost and manpower requirements, justification for costs and manpower, justification for delays in program spending, modifications to program budget submittals and back-up data/charts to support the estimates, etc for final review and approval by the Government. Assist the Government in program/budget scheduling and planning that involves formulating both broad and specific guidelines for planning PdM Radars program elements and sub-elements. Prepare and update budgetary documentation in support of all PdM Radars programs. All documentation will be entered into the government's budgeting software systems and be approved and signed by the Government. Resource Management: Provide data collection and analysis support to PdM Radars programs/system for integration, fielding, demonstration, experiments, exercises and testing and shall provide recommendations for resource management initiatives. Develop and maintain resource management related software models to support the status of PdM Radars programs and systems and develop and maintain specialized computer programs, databases and data storage and retrieval systems to support the development, testing and fielding of PdM Radars programs and systems. Cost Estimating and Analysis: Prepare cost estimates using Government approved software. All documentation will be approved and signed by the Government and assist the Government in conducting integrated baseline reviews, compliance reviews and cost/schedule status report reviews as needed in support of PdM Radars programs. All documentation will be approved and signed by the Government. Provide input and recommendations for cost estimating and/or budget activities for PdM Radars programs/systems, inclusive of all program life cycle phases, regulations, and policies. Tasks include the development and maintenance of POEs and cost analysis requirements descriptions. Provide input for life cycle cost analyses, operations and support cost reduction analyses, cost risk evaluations, technical risk evaluations, and Planning, Programming, Budgeting and Execution System preparation efforts. Schedule Development/Assessment: Perform and/or provide input and recommendations in the following activities: developing and maintaining program schedules, including logic-based networks for PM Radars programs/systems; assessing planned (Government and/or prime contractor) schedules against contract dates and other known and/or conflicting schedule events; performing critical path analysis on both contractor and Government schedules; conducting schedule risk assessments on both contractor and Government schedules; modifying, developing, and maintaining software programs for the development, maintenance, and recurring assessment of schedules; developing schedule assessment techniques; and evaluating COTS software scheduling/assessment tools. Surge: Possess the necessary technical depth to support surge requirements for studies, reviews, technology insertions and capability integrations into PdM Radars' portfolio of systems without affecting current support to the program offices. Subject Matter Experts (SMEs) must be willing to travel to CONUS and OCONUS locations to support requirements. Respond to PdM requests for surge support within 24 hours of request from the Contracting Officer. Questions/Information Requested: In providing your response to this announcement, please ensure you address the following as well as provide any additional data/information you feel necessary for the Government to assess your capabilities to provide personnel to support PdM Radars. 1) Demonstrate your company's ability to recruit highly qualified candidates for open positions. 2) Describe how the company would provide necessary support to employees directly supporting the program office and as necessary providing such support within a short lead or response time. 3) Demonstrate the company's ability to resolve personnel issues to ensure contracted work is unhindered. 4) Describe how the company will promote employee motivation. 5) Describe how the company will promote furtherance of personnel ability to perform requirements. No solicitation document exists and formal solicitation(s) may or may not be issued by the Government because of the responses to this RFI. The Government will not reimburse responders to this notice for any costs incurred in responding, or in any subsequent exchange of information.
