Description
NASA/HQ has a requirement for three 12m diameter antennas to be reassembled andrecommissioned in support of the antenna array development. The three antenna,previously installed in Melborne, Florida are now in storage and ready to be erected atthe Kennedy Space Center. Intertonic Solutions, Inc. (ISI) has unique and expertknowledge of these particular 12m systems from working with the manufacturer, Patriot,for many years. ISI has an established history of working on installation, commissioningand upgrading of large antenna systems. ISI specializes in creating optimized solutionsto clients in the fields of RF communication, high energy physics and radio astronomy byproviding system design, installation and upgrade services, whole new antenna systems,and working with clients to provide the optimum solution for each application.This willallow NASA to explore architecture and technology options to include a high power, highresolution radar system for Near Earth Object (NEO), orbital debris, and spacesituational awareness studies.This will enable future architecture of the radar systemand technologies that will enable capability and performance enhancement of orders of agreater magnitude while at the same time improving the operability and decreasing theoperations and maintenance costs of the current system.NASA/HQ intends to issue a purchase order for a sole source procurement with ISI. Thesole source authority used is only one responsible source 10 U.S.C 2304(c)(1) Only oneresponsible source and no other supplies or series will satisfy agency requirements (See FAR 6.302-1).Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 2:30 p.m. local timeon 03/14/2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government notto compete this proposed effort on a full andopen competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
