Description
The Department of Veterans Affairs, Network Contracting Office 20 plans to issue a solicitation for the construction services to provide for the permanent closure of two Underground Storage Tank (UST) systems at the Spokane VA Medical Center located in Spokane, WA. This notice is not a solicitation. The project is 100% set aside for service disabled veteran-owned small business (SDVOSB). Size status of the successful contractor may be confirmed with the Small Business Administration prior to award. To be eligible to submit a quotation the firm shall be registered with and will be verified with the Veterans Administration's Center for Veteran Enterprises (CVE) at www.vetbiz.gov. Firms not certified by the CVE as SDVOSB will not be considered. In accordance with VAAR 836-204 the magnitude range for the project is between $25,000.00 and $100,000.00. The North American Industry Classification System (NAICS) code is General Commercial and Institutional Construction 237120 and the small business size standard is $33,500,000.00 in average annual receipts. The period of performance for the work is 60 calendar days (~2 months) after receipt of notice to proceed. The work will be performed in an operating facility and includes, but is not limited to, all tasks necessary for the permanent closure of two UST Systems by removal. Contractor is required to remove the USTs, associated piping and any contaminated soils from the site and is responsible for the proper transportation and disposal of these items to an approved location in accordance with the requirements of Chapter 173-360 WAC and all applicable dangerous waste regulations. Contractor shall be certified to perform UST decommissioning by the International Fire Code Institute (IFCI). Contractor is required to carry proof of certification onsite. The successful contractor will be required to coordinate this project with that of other contractors performing work in close proximity at the facility. The VA will consider all proposals received in a timely manner from viable SDVOSB concerns, meeting the criteria outlined above and in the forthcoming solicitation, whose primary business is general construction.
