- RFI for Medical Support Services Request for Information Air Force Medical Service Commodity Council (AFMSCC) Overseas Medical Support Services (OCONUS) 15 Mar 12 This is a Request for Information (RFI) only and is a follow-up to an RFI covering the same subject in March/April of 2011 with a more focused list of NAICS codes. This RFI shall not be construed as a formal solicitation or an obligation on the part of the government to acquire any product or services. It does not guarantee a subsequent solicitation will be issued. Submission of any information in response to this RFI is completely voluntary, and costs associated with any submission shall not be reimbursed by the Government. The information requested will be used by the Air Force Medical Service (AFMS) to facilitate decision making. The Air Force Medical Service Commodity Council (AFMSCC) is seeking interested sources to provide information on clinical support services; medical administrative support services; and Advisory & Assistance Services (A&AS) in support of Air Force Air Staff medical, Air Force MAJCOM medical or Air Force military treatment in Department of Defense facilities in the overseas environment (such as Japan, South Korea, Italy, England, Germany, Portugal and Turkey). The work may augment existing clinical support services, medical support services, and A&AS provided by Air Force military personnel, DoD civilian employees, or other contract staff in support of medical requirements. Clinical Support Services can be any occupation that engages in direct patient care activities such as physicians, nurses, medical technicians, pharmacists and laboratory professionals for short or long term staffing needs. Services may be required at any government facility overseas or they may be performed in contractor owned facilities. In accordance with DFAR 237.104, agencies may acquire personal services contracts for health care are authorized by 10 U.S.C. 1091 to provide-- (1) Direct health care services provided in medical treatment facilities; (2) Health care services at locations outside of medical treatment facilities (such as the provision of medical screening examinations at military entrance processing stations); and (3) Services of clinical counselors, family advocacy program staff, and victim's services representatives to members of the Armed Forces and covered beneficiaries who require such services, provided in medical treatment facilities or elsewhere. Persons with whom a personal services contract may be entered into under this authority include clinical social workers, psychologists, psychiatrists, and other comparable professionals who have advanced degrees in counseling or related academic disciplines and who meet all requirements for State licensure and board certification requirements, if any, within their fields of specialization. Medical Administrative Support Services can include any occupations that support the operations of the medical facility such as appointing, coding, medical records, transcription, referral/utilization management and clerical support. The program may also include highly technical positions such as biomedical equipment repair technicians, industrial hygiene technicians and materials handlers. These positions may include short or long term assignments based on staffing needs. Services may be required at any government facility overseas or they may be performed in contractor owned facilities. Advisory & Assistance Services can include; project managers, analysts, subject matter experts, consultants, program integrators, beneficiary counselors, patient administration specialists, medical financial advisors, healthcare administrators, group practice managers and support in the areas of division planning, programming, operations, public relations and human capital management, clerical, technical, and oversight. Services may be required at any government facility overseas or they may be performed in contractor owned facilities. In accordance with FAR 37.2, agencies may contract for advisory and assistance services, when essential to the agency's mission, to -- (1) Obtain outside points of view to avoid too limited judgment on critical issues; (2) Obtain advice regarding developments in industry, university, or foundation research; (3) Obtain the opinions, special knowledge, or skills of noted experts; (4) Enhance the understanding of, and develop alternative solutions to, complex issues; (5) Support and improve the operation of organizations; or (6) Ensure the more efficient or effective operation of managerial or hardware systems. Currently, these services are typically procured, when needed, by each facility using; a local base contracting office, other contracting offices at other bases, centralized contracts, and other non-agency contracts. The AFMSCC seeks to develop a long term contract vehicle to satisfy demand by establishing pre-priced labor categories so facilities may place orders as needs arise. By leveraging resources, defining common requirements and specifications, we will simplify the acquisition process and reduce the lead time in the ordering process for the requesting location. There has not been any determination concerning the number, scope and geographic coverage of requirements associated with this area of interest. The AFMSCC seeks to learn from industry the ability of vendors to perform in multiple NAICS in multiple countries. Preliminary research suggests that the scope of the contracts might exceed the capabilities of small business; however, we seek large and small business respondents who are currently conducting business or providing services outside the United States or are interested in doing so. The input will help us ascertain the interest, capability, and capacity of all potential offerors.
