Description

This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) has a requirement to establish a Blanket Purchase Agreement (BPA) for an On-line Contractor Managed Compressed Gas Program to deliver specialty and common stock gases at various locations within NUWCDIVNPT campus. The system must be cost effective, efficient, responsive to customer needs and �paperless �. The program must provide for delivery of common stock gases within 2 days of an order and delivery of specialty gases within 5 days of an order. The program must provide for delivery of the product to the final destination: i.e., building, room, lab, etc., as well as immediate replacement of defective cylinders or valves, replacement of missing shipments, and replacement of wrong products. In addition, the program shall prepare ordering documents from electronically transmitted data, prepare any necessary shipping documents and invoices, record and maintain a system that tracks the quantity of gases ordered by type and end user, missed deliveries, wrong deliveries, etc., deliver monthly and quarterly management reports summarizing the above, and familiarize end user on commercial gas practices. Orders will be placed electronically on a firm fixed price basis and payments will be made by authorized Government Purchase Card Holders. It is anticipated that this requirement will be for a base period of one year and up to four (4) one-year options. Examples of the types of gases to be ordered are: aragon, nitrogen, liquid nitrogen, helium, compressed air, acetylene, and oxygen. These gases require purity levels. It is anticipated that the unit price for the individual gas will include the cost of the cylinder rental based on a one year lease. This is a 100% small business set aside under NAICS Code 325120, size standard 1,000 Employees. Award will be on the basis of Best Value.
