- Engine Health Management Data Repository Services Description: The Oklahoma City Air Logistics Center (OC-ALC/GKGK) atTinker Air Force Base Oklahoma intends to negotiate a firm fixed pricecontract for the acquisition of completion and integration of the EngineHealth Management Data Repository Center (EHMDRC) into A400/JRAMS.Under this requirement, the contractor will provide InformationTechnology (IT) and software application development services to deploythe EHMDRC on the USAF network. THE EHMDRC has been in developmentsince late 2004 and this final development effort shall merge the EHMDRCwith an existing USAF system and field enterprise wide capabilities forwide capabilities for engineers to seamlessly collect and reportrelevant performance, engineering and maintenance data. It also providesapplication hosting for a suite of engine specific computer basedanalysis tools supporting reliability calculation and optimation,performance trending and diagnostic, fault detection and failureprediction. This is a sole source acquisition and award will be conducted andevaluated under the provisions of FAR Part 15. The responsible offerormust be registered in the Online Representations and Certifications(ORCA)database (available at http?//orca.bpn.gov/) and submit acompleted copy with their quote. The offeror must also be registered inthe Central Contractor Registration Database (available at www.ccr.gov).Lack of registration in CCR will qualify contractor as ineligible foraward. Authority: 10 U.S.C. 2304(C)(1), Justification: Services required areavailable from only one responsible source and no other type of serviceswill satisfy agency requirements. The proposed contraction action isfor services for which the Government intends to solicit and negotiatewith only one source under the authority of FAR 6.302. Interestedpersons may identify their interest and capability to respond to therequirement or submit a proposal. This notice of intent is not arequest for competitive proposals. However, all proposals receivedwithin 45 days after date of publication of this synopsis will beconsidered by the Government. A determination by the Government not tocompete this proposed contract based upon responses to this notice issolely within the discretion of the Government. Information receivedwill normally be considered solely for the purpose of determiningwhether to conduct a competitive procurement.The Government does NOT own the data or the rights to the data needed topurchase this requirement.
