- Description
- The U.S. Army Contracting Command - Aberdeen Proving Ground (Aberdeen Installation Contracting Division), Aberdeen Proving Ground, MD intends to negotiate solely (as prescribed in FAR 6.302-1) with R.A. Walton and Company, 1800 Industrial Highway, York, PA 17402. This is a follow on requirement for continued services as a bridge contract. The contractor shall provide preventive maintenance and repair services on their modified proprietary equipment (Temperature and Humidity Equipment) purchased by the government and conduct software updates. This is equipment is sole source due to the proprietary nature. The incumbent possesses all proprietary rights to the controller programs, and all mechanical and electrical drawings for existing HVAC controller systems. As it stands R.A. Walton is the owner of all proprietary information and data. All required services and maintenance must be accomplished by individuals certified by R.A Walton to work on said systems. The terms and conditions of this contract require the vendor to be capable of arriving on site and ready to work within a 2-hr timeframe after being notified. Service must be available, 24-hrs per day, 365 days a year and support approximately 14 indoor ranges and 80 customized climatic/environmental specialty chambers (i.e. temp, humidity, solar, salt, fog); all ruggedly configured for an industrial capability. The contract requirements are associated with a laboratory/test environment whereas the equipment (related HVAC systems, sensors, controls, software, instrumentation and components) must be operational, ready and reliable. Moreover, while conducting testing, the data acquired relative to the range and chamber equipment operations shall be effective and of a quality standard whereas the tests and data can be repeated, verified and/or validated. The North American Industry Classification System (NAICS) for this requirement is 238220 and the size standard is $14M. Responses to this notice must be received no later than 12:00 PM, Eastern Daylight Time, March 20, 2012. This notice of intent is not a request for competitive proposals or a solicitation of offers.
