Description
The Space and Naval Warfare Systems Command (SPAWAR HQ), in support ofthe Program Executive Office for Command, Control, Communications,Computers, and Intelligence (PEO C4I), Communications Program Office(PMW/A 170), intends to award a sole source follow-on contract for theCommercial Broadband Satellite Program (CBSP) Force Level Variant (FLV)(AN/USC 69(V)(2)), under the authority of U.S.C 2304(c)(1) and FAR 6.302-1,Only One Responsible Source, to Harris Corporation, DBA Harris GovernmentCommunications Systems Division located at 2400 Palm Bay RD NE, Palm Bay,Florida, 32905-3399. The proposed contract will be a five (5) year (base year with four (4) one (1)year options) effort and will provide for procurement of an estimated totalquantity of 20 FLV integrated C and Ku band terminals, provisioning items,training, and engineering support services. All hardware, provisioning itemsandtraining will be procured on a firm-fixed-price (FFP) basis. Engineeringsupportservices will be procured on a cost-plus-fixed-fee (CPFF) basis. FAR Part 15,Contracting by Negotiation, will be utilized. The total estimated value of thefollow-on contract is $35M. The CBSP FLV terminals provide high throughput for commercial SATCOMconnectivity capability from the networks aboard the Navy's ships to the Navy'sshore infrastructure. Harris Corporation, DBA Harris Government Communications Systems Divisionas the Original Equipment Manufacturer (OEM) of the FLV terminal and is theonly responsible source for meeting the CBSP FLV requirements withoutincurring unacceptable delays in meeting the Government's ship installationschedule. Harris is the only firm that can provide a CBSP FLV terminal that hassuccessfully passed contractor qualification testing and Governmentenvironmental and operational testing to be qualified for shipboard use. TheGovernment estimates that the time required for another source to completecontractor qualification testing and Government environmental and operationaltesting is 35 months. A 35 month delay would result in cancellation of themajority of scheduled FLV installations in Government fiscal years 2013, 2014,and 2015. Cancellation of these installations and continued reliance onexisting SATCOM systems that are at end-of-service life increases the risk thatvital SATCOM capabilities may be unavailable to support Fleet operationalrequirements.The NAICS code for this procurement is 334220.
