- Statement of Work Solicitation SAQMMA12Q0074 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation incorporated provisions and clauses are those in effect through FAC 05-55. A Statement of Work is included with this notice. Interested offerors are responsible for monitoring this announcement for any amendments. This requirement will be solicited as a competitive purchase order. Description of Requirement: Conference Venue & Support for the U.S. - African Business Convention (an African Growth & Opportunity Act Forum event) in Washington, DC - June 18-19, 2012 Refer to attached Statement of Work Place of Performance: Washington, DC Period of Performance: Period of performance will be June 15 through June 19, 2012, with the actual conference held June 18-19, 2012. The NAICS code is 531120. All announcements and amendments made to the solicitation will be posted on FedBizOpps. It is the contractor's responsibility to check for any posted changes to the solicitation. All prospective contractors must maintain active registrations in the Central Contractors Registry (CCR) and the Online Representations & Certifications (ORCA) systems prior to the closing date for quotes, in order to be eligible for award. Offerors shall submit all questions no later than Thursday, MARCH 15 at 3:00pm Eastern time by email to the address below. Offerors must submit all questions in Microsoft Word only, first citing the area of the RFQ that corresponds to each question; no Adobe PDF, MS Excel or other format will be accepted. All correspondence shall be via email; telephone inquiries will not be accepted. Government responses to all questions received shall be posted as an amendment to the FBO solicitation announcement. Interested offerors shall submit their quotes in two separate volumes: Technical & Price. Quotes shall be submitted in MS Word or Adobe PDF ONLY. Technical Quotes shall provide relevant narrative information, as well as images (brochures/visuals) to address the evaluation factors below. Offerors shall identify three (3) contracts and point-of-contact email addresses that demonstrate recent (within the last three years) and relevant (similar complexity & magnitude of this Forum) past performance, to evaluate the capability of the Offeror's past performance, and feedback gathered will be used to evaluate the relative success of past performance. All pricing information shall be segregated to the Price Quote ONLY, and offers shall be quoted as FIRM FIXED PRICE. Any deviations or alternate pricing shall be clearly marked in your quote. Some price factors, such as catering, will be paid by separate Government voucher. Price information for catering shall be provided in your Price Volume for informational and evaluative purpose, but is NOT to be included in the FIRM FIXED PRICE total. Quotes shall be via email ONLY at the address below, on or before 3:00pm Eastern Time, Tuesday, March 27, 2012. Failure to adhere to these instructions will result in your proposal being considered as "unacceptable". Offerors submitting fully-compliant quotes will be contacted to arrange for a site visit during the week of March 27, 2012 for a brief viewing of the venue to help evaluate Technical Capacity, Service Quality & Geographic Location. The following FAR provisions apply to this solicitation and are incorporated herein by reference: FAR 52.212-01 Instructions to Offerors - Commercial FAR 52.212-02 Evaluation -- Commercial Items Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFQ, provides an overall best value to the Government, technical evaluation factors and price considered. The technical factors: A. Availability and Technical Capacity to meet the needs of the Forum, B. Past Performance, and C. Service Quality including security, catering and audio/visual support, are in descending order of importance and when combined are more important than Price. In the event quotes are evaluated as technically equal in quality, price will become a major consideration in determining the Best Value. FAR 52.212-03 Offeror Representations and Certifications - Commercial Items FAR 52.212-04 Contract Terms and Conditions -- Commercial Items FAR 52.212-05 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items for those clauses applicable under the Simplified Acquisition Threshold. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs.
