- Technical Support and Tasks for the Saxton Transportation Operations Laboratory (STOL) This is a Federal Highway Administration pre-solicitation notice (synopsis) for a full and open competition. The Office of Operations Research and Development (R&D) at Turner-Fairbank Highway Research Center (TFHRC), McLean, Virginia, has the need for technical support to conduct research, development, test, and evaluation activities that meet the growing demands for smoother running transportation systems. Transportation operations research is in increasing demand due in large part to the ever increasing congestion in the US, and demand for better services to support the growth of the US economy. This Laboratory is intended to provide a state-of-the-art facility and multi-disciplinary, multi-modal, technical support by a skilled and diverse team of industry, public agencies, and academia. It is anticipated that the Contractor team duties will include:  Supporting the maintenance and operation of the STOL and providing general transportation operations research, briefings, and marketing and outreach services.  Providing technical assistance, technical studies, and support of laboratory and field experiments in the areas of:  Connected vehicle technology (Communications and Control systems)  Congestion mitigation  Traffic control/signal operations  Modeling and simulation (e.g., active transportation demand management, speed harmonization, cooperative adaptive cruise control)  Transportation data acquisition and management  Developing, designing, and integrating systems deployed in personal hand-held devices, vehicles, and infrastructure to:  Support enhanced mobility  Improved safety and environmental sustainability  Improve US productivity and economic competitiveness  Increase overall customer satisfaction and livability Potential bidders should be skilled in multi-modal transportation engineering, systems engineering, communication systems, navigation and geo-location systems, database systems, computer systems, and control systems, in addition to general support for management, communication, and outreach.
