- MARKET SURVEY - SOURCES SOUGHT SYNOPSIS - This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The NAVY is seeking inputs from parties interested in supplying a large Valve Regulated Lead Acid (VRLA) rechargeable main storage battery for undersea applications. The battery is managed by, Crane Division, Naval Surface Warfare Center (NSWC Crane). Attachment 1 provides specific requirements for the VRLA battery with modifications as noted in Attachment 2. Interested parties wishing to accrue past-performance laboratory data in preparation for submitting against a future RFP shall submit samples for performance validation testing performed by NSWC Crane. The offeror shall submit a minimum of 6 B cells and 6 C cells as defined in Attachment 1. Samples submitted will not be reimbursed by the government. Interested parties are reminded that each cell configuration is defined as a single VRLA cell, and not a module/combination of smaller cells. Test Sample cells must be received by NSWC Crane by 1 May, 2012 in order for sufficient test data to be accrued in preparation for the anticipated SVRLA procurement later in 2012. Interested parties that have previously submitted B and C cells for NSWC Crane testing in accordance with all the Request For Information (RFI) attachments need not submit additional samples at this time. Interested parties are encouraged to submit an initial synopsis (commonly referred to as white paper). This white paper should not exceed 10 pages, with an executive summary (short paragraph) on the effort, a technical description of the effort, a preliminary schedule, identification of risks, and a rough cost estimate. Offerors should submit the white papers electronically to the NSWC Crane Contracting Office point of contact below NLT 4:00 PM EST 4/15/2012. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement including submitted samples will NOT be reimbursed. In addition, the government will not return any information or test sample cells back to responders. White papers may be submitted any time prior to expiration of this announcement.
