ID03120021 Combined Synopsis\Solicitation\PWS ID03120021 RFQ OF 308 This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6 using Simplified Acquisition Procedures under the Acquisition of Commercial Items at FAR 12. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted in FEDBIZOPPS, The RFQ number is ID03120021. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-55. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 334611 - Software Reproducing. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with ONLY ONE SOURCE under the authority of FAR 12. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Sole Source provider is: QUADRAMED CORPORATION 12110 SUNSET HILLS RD STE 600 RESTON, VA 20190-3223 This supply/services action is for: The VA Eastern Colorado Health Care System has identified the need to pursue a pilot project for a Natural Language Processing (NLP)/ Computer Assisted Coding (CAC) software solution through the Department of Veterans Affairs (VA) Grassroots Innovations Program. The Department of Veterans Affairs Grassroots Innovations Program is a cooperative effort between the VA Chief Technology Officer, the Health and Medical Informatics Office, and the VA's Office of Information and Technology to catalyze and support VA's next generation of Health Information Technology Innovation. The Innovations Program provides VA employees (innovators) with a mechanism to propose new opportunities and to develop these ideas into functional prototypes. There are two (2) separate phases to the Innovations Program. The low bar phase is a proof of concept phase and all work will be accomplished outside of the VA's network in a virtual testing environment (Innovations Sandbox). The high bar phase occurs when a concept is moved to a developmental/production environment after the proof of concept has been developed, tested, and approved for full scale deployment. The VHA has a demonstrated a need for the aforementioned NLP/CAC software solution. This pilot project falls within the low bar phase parameter. The low bar phase will entail the integration of the Veterans Health Information Systems and Technology Architecture (VistA) with the NLP/CAC software solution in the virtual testing environment (Innovations Sandbox). It is projected to have five (5) physicians and five (5) coders use the computer assisted coding in the Innovations Sandbox environment.
