- This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. This is an Unrestricted Competition. The North American Industry Classification System (NAICS) code is 423450. The United States Army Medical Research Acquisition Activity (USAMRAA) has a requirement for the United States Army Medical Research Institute of Infectious Diseases (USAMRIID),Bacteriology Division for the following multimode/multidetection microplate reader to support funded research studies. Detection Modes Absorbance (Abs) Fluorescence Intensity (FI) Top / FI Bottom with Optimized Read Time-Resolved fluorescence (TRF), Luminescence Photon Counting (Lumi) Wavelength Selection Quadruple monochrometers (tunable in 1nm steps. 230nm to 1000nm) 2-Excitation (EX) and 2-Emmission (EM) monochrometers Stray light must remain under 2 x 10-7 Bandwidth Selection EX: 5nm for 295nm; 9nm for >295nm; EM: 20 nm Light Source 10-Watt UV Xenon Flash Lamp System must have one light source to reduce cost, reduce reading times, and maintain consistency Detectors Photomultiplier Tube (PMT): analogue-type for fluorescence measurements Standard PMT: EX 230-600nm, EM 330-600nm Optional spectrally enhanced (red shifted) PMT: EX 230-850nm, EM 280-850nm UV Silicon Photodiode for absorbance measurements Photon Counting (CPS) PMT for luminescence EACH detection mode must have its own dedicated detector for increased sensitivity Measurement Speed 20sec, 96-well plate; 30sec 384-well plate Wavelength EX/EM-scan, 96-well plate, 450-550nm, 5nm step: 125sec Plate Formats 6, 12, 24, 48, 96, and 384-well plates; cuvettes User created Plate Definition Files allows for custom microplate definitions for all plate types plates. Software: Software must allow for comprehensive user control. Must be able to be programmed to automatically perform at least 192 continuous cycles of user defined temperature and shaking parameters. Additionally, during each cycle the instrument must be able to make abs, fluorescence and luminescence readings without additional user input. Must be able to select individual non-continuous wells (RAW data acquisition sent directly to MS-Excel including measurement parameters) Temperature Incubation Ambient +50C up to 420C optimized to eliminate cold spots Gas Control Module Must be capable of controlling and measuring O2 levels and CO2 levels within the plate chamber to support eukaryotic cell culture assays. Shaking Linear and orbital; 1- 600 secs; amplitude from 1 - 6mm in 0.5mm increments Movement, speed and amplitude must be user selectable Power Source 120V, Power source should be internal to the instrument (NOT external) in order to protect users from any accidental spill in the lab. All responsible sources may submit a quote, which shall be considered by the agency. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/ or https://www.fedbizopps.gov. The solicitation is anticipated for release to the vendor community on or about, March 13, 2012 and will only be available until March 28, 2012. Specifications of the requirement are provided in solicitation: W81XWH-12-T-0176. Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors MUST be registered with the Central Contractor Registry at https://ccr.gov/ and may have completed its representations and certification found at https://orca.bpn.gov/.
