Description
Sole Source Justification for ASIS. DHS has a sole source requirement for the American Society of Industrial Security (ASIS) International, 1625 Prince Street, Alexandria VA 22314. The Sole Source Purchase Order will provide professional services to confirm the validity and applicability of the underlying Enhance Critical Infrastructure Program (ECIP) questions and Infrastructure Survey Tool (IST) produced "Dashboard". ASIS standard SPC 1-2009 Organizational Resilience will be the standard for the validation. On June 15, 2010, DHS Secretary Janet Napolitano announced the adoption of three accepted standards for the Voluntary Private Sector Preparedness Accreditation and Certification Program. The three adopted standards are: American Society for Industrial Security, British Standards Institution, and National Fire Protection Association. Among the three standards, ASIS is the only standard that addresses the areas of Enhanced Critical Infrastructure Program (ECIP) and Infrastructure Security Survey Tool (IST) that provides a common set of criteria for security management, preparedness, emergency management, disaster management, crisis management, and business continuity management programs. The Government intends to award to only one source under the authority of FAR 6.302. Interested sources may submit a letter via email to the Contract Specialist, identifying their interest and capabilities in response to the requirement. Responses must be received no later than March 29, 2012, 12 pm EDT. A determination to compete this procurement based on responses to this notice is solely within the discretion of the Government. This is not a request for proposals or quotations. Phone calls will not be accepted.
