Description
Office SPACE WANTED BY THE U.S. GOVERNMENT Contracting Office Address: General Services Administration, Public Buildings Service (PBS), Real Estate Division (9PE), 450 Golden Gate Avenue, 3rd Floor East, San Francisco, CA, 94102 REQUIREMENT The General Services Administration desires to lease approximately 20,000 rentable square feet of office space, which shall yield a minimum of 18,963 ANSI/BOMA square feet (previously usable), to a maximum of 19,911 ANSI/BOMA square feet. The office space should be fully serviced, first-class, air-conditioned office and related space, together with two (2) secured parking spaces with 24-hour/7-day-a-week access within the same block as the offered Building. The office space must be contiguous and can be on two floors. The site must be located within San Francisco and be within the area bounded by: NORTH: Bush to Stockton to Embarcadero Street EAST: Embarcadero to Harrison Street SOUTH: Harrison to 11th Street WEST: 11st to Market to Franklin to Bush Street LEASE TERM: 10 years, 5 years firm. The Government shall have the right to terminate the lease, entirely or in part, after the firm term on 90 days written notice to the Lessor. DESIRED OCCUPANCY DATE: November 1, 2013 ECONOMICS: This requirement will be evaluated against and compete with the Government's existing office location. The Government is interested in relocating ONLY IF the alternative space is economically advantageous after taking into consideration total costs of each competing location. Such costs include, but are not limited to moving, all necessary alterations, and purchase/installation of data-telecom. STANDARD CONDITIONS AND REQUIREMENTS: The space offered must be fully serviced in a Class A quality building of sound and substantial construction, either a new, modern building or one that has undergone restoration or rehabilitation for the intended use. The building and the leased space shall be accessible to workers with disabilities in accordance with the Americans with Disabilities Act Accessibility guidelines and the Uniform Federal Accessibility Standards. Wherever standards conflict, the more stringent shall apply. The leased space shall have no asbestos-containing materials (ACM), or with ACM in a stable, solid matrix (e.g., asbestos flooring or asbestos cement panels), which is not damaged or subject to damage by routine operations. For purposes of this paragraph, "space" includes the 1) space offered for lease; 2) common building area; 3) ventilation systems and zones serving the space offered; and 4) the area above suspended ceilings and engineering space in the same ventilation zone as the space offered. If no offers are received for such space, the Government may consider space with thermal system insulation ACM (e.g., wrapped pipe or boiler lagging), which is not damaged or subject to damage by routine operations. ACM is defined as any materials with a concentration of greater than 1 percent by dry weight of asbestos. Space with ACM of any type or condition may be upgraded by the Offeror to meet conditions described in paragraph A by abatement (removal, enclosure, encapsulation, or repair) of ACM not meeting those conditions. If any offer involving abatement of ACM is accepted by the Government, the successful Offeror will be required to successfully complete the abatement in accordance with OSHA, EPA, Department of Transportation (DOT), state, and local regulations and guidance prior to occupancy. If space is offered which contains ACM, the Offeror shall submit an asbestos-related management plan for acceptance by the Government prior to lease award. This plan shall conform to EPA guidance.Special Requirements: Must be within a walkable 0.2 mile of public transportation; Ability to install HSPD-12 ID Card System; Must be able to accommodate a floor load of at least 150.1 lbs/sf. Expressions of INTEREST: should be submitted to the following person and address in writing, via e-mail, or via fax, and should provide all of the following information: 1. Building name and address. 2. Rentable and usable square feet offered, including floorplate size and floorplan. 3. Method of measurement used to determine rentable square footage. 4. Common Area Factor (load factor) for available space. 5. List of tenants currently occupying the building offered. 6. Point of contact, address and telephone number.
