Criminal Investigations Advisor Guatemala City, Guatemala Issuance Date: 03/09/2012 Closing Date: 04/09/2012 SOLICITATION NUMBER: PSC-12-036-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. POSITION TITLE: Criminal Investigations Advisor 6. MARKET VALUE: $80,728 - $118,552 (GS-14 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award, plus four option years 7. PLACE OF PERFORMANCE: Guatemala City, Guatemala 8. JOB DESCRIPTION: See below A. BACKGROUND The US Department of State's (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL) mission is to minimize the impact of international crime and illegal drugs on the US and its citizens through global cooperation. INL's Office of the Americas Program (INL/LP) develops narcotics control and anticrime policy initiatives for countries in the Western Hemisphere who produce and transit narcotics. INL/LP provides overall program and policy direction for INL bilateral narcotics and anticrime assistance programs at overseas posts by developing and revising drug and crime strategies and coordinating program development with other US agencies. In addition, INL/LP is responsible for coordinating policy and programs with other US Government (USG) departments and agencies who are involved in international narcotics control and crime activities, including the Office of National Drug Control Policy (ONDCP), the Departments of Defense (DOD), Department of Justice (DOJ), Department of Homeland Security (DHS), Department of Treasury, and the Agency for International Development (AID). Purpose The purpose of this position is to provide a Criminal Investigations Advisor to the Narcotics Affairs Section (NAS) at the US embassy in Guatemala City, Guatemala. The Advisor will advise on matters related to the development and implementation of the criminal investigation model for the National Civil Police (NCP) and provide technical assistance to the Police Reform Commission. Relationships The Advisor will receive general guidance and report to the NAS Police Program Manager. Specific assignments originate frequently from liaison activities and the Advisor will negotiate the draft scope and objectives of investigation related projects independently with little input / review from the supervisor. Since the Advisor is located physically in Guatemala, they will exercise independent judgment in developing new and improved approaches to analyze and review investigation-oriented programs in Guatemala. B. STATEMENT OF WORK 1. Provide advice and assistance in planning, developing, and administering NAS/Government of Guatemala (GOG) criminal investigations, law enforcement, and rule of law programs. 2. Assist the US embassy with institutionalizing GOG law enforcement investigative and justice sector capabilities to become self-sufficient ensure US citizen safety, law enforcement, and rule of law interests. 3. Coordinate the implementation policies and strategies related to citizen safety, investigations, and rule of law. This includes strategic planning, setting priorities, and evaluating bilateral programs. 4. Initiate studies and advise NAS and GOG partners on strategic planning, leadership, management, and organizational requirements and reforms that affect the investigative process. 5. Identify areas for independent, professional evaluations regarding the investigative process and justice sector of Guatemala. Design the scope of the evaluations and provide expert guidance to US embassy personnel in contracting for the evaluations. 6. Assist US embassy on issues related to citizen safety, law enforcement, and rule of law, with special focus on seeking out synergies and avoiding duplication within the US interagency. 7. Provide input to the NAS Director regarding USG/GOG bilateral agreements on INL funded programs aimed at improving the investigative capacity of the NCP. 8. Assist the US embassy and NAS in developing citizen safety, law enforcement, rule of law, and investigation strategies and programs, as directed. 9. Closely coordinate with USG federal law enforcement agencies, the Police Reform Commission, and where applicable, US military representatives in Guatemala on matters pertaining to the investigative process in Guatemala. 10. Continuously evaluate and advise the US embassy on the performance of GOG agencies operating in conjunction with NAS/INL assets and resources regarding the investigative process to evaluate and recommend the need for training. 11. Provide expert analysis and guidance in project procurement, budget preparation, and program planning pertaining to the investigation project. 12. Provide expert analysis and guidance in the development of a permanent Basic Criminal Investigations School at the PNC. 13. Conduct field surveys, evaluations, and special studies, as directed. 14. Reside in Guatemala City, Guatemala; travel and work in the field approximately 30% of the time. Guideline Guidelines include basic legislation, in particular, Chapter 8 of the Foreign Assistance Act (FAA) of 1961, as well as other laws, including other authorities under the FAA, the Arms Export Control Act, provisions of DOD authorization acts, provisions of the annual Foreign Operations, Export Financing, and Related Program Appropriations Act, which appropriates funds for the INL programs, other supplemental appropriation laws, and the DOS Basic Authorities Act, also contain provisions relevant to the programs for which INL has responsibility. Complexity This position involves planning, organizing, and completing analysis and implementation of law complex enforcement projects. Scope and Effectiveness The Advisor will perform broad and extensive assignments related to complex programs spanning the full range of the investigative process, citizen safety, and Guatemala rule of law programs, which is of significant interest to the public and to the Congress. Personal Contacts The Advisor will work closely with the NAS, INL Program Offices, and personnel in other Embassy agencies. In addition, the Advisor will maintain contact with the police, military, justice sector, and non-government organizations (NGOs) and the Police Reform Commissioner. C. MINIMUM QUALIFICATIONS 1. US Citizen, able to obtain/maintain a DOS security and medical clearance. 2. A minimum of fifteen (15) years professional work experience in US law enforcement, to include: 3. Significant and demonstrated experience managing police units to include investigative unit(s). 4. A minimum of two (2) years experience supervising patrolmen and prevention activities; 5. A minimum of two (2) years as a program supervisor in precinct and/or agency of law enforcement; 6. Supervisory level experience in strategic planning for small, medium, and large police units; 7. Five (5) years of demonstrated experience in planning citizen safety, law enforcement, and rule of law programs; negotiating and development of project agreements; implementing project proposals; reporting on program progress and analyzing program results. 8. Graduated from a Police Law Enforcement Academy. 9. A minimum of ten (10) years of operational experience in identifying and applying prevention techniques in Latin America. 10. Superior interpersonal and liaison skills in a multi-agency/multi-jurisdictional environment. 11. Superior English and Spanish (at the FSI level 3/3) language communications skills, oral and written. 12. Strong verbal and written skills, with ability to present, defend complex analyses and proposals concisely. 13. Proficient in Microsoft Office Suite. Preferred Qualifications 1. Demonstrated understanding of prevention/community policing and investigative challenges in Guatemala. 2. Significant and demonstrated experience in developing and managing crime-specific initiatives. 3. Significant and demonstrated operational and managerial experience in investigative policing. 4. Demonstrated experience conducting inspections of law enforcement related programs and procedures. 5. Demonstrated experience evaluating law enforcement personnel performance in regards to expected norms and procedures. 6. International demonstrated experience training/instructing foreign law enforcement personnel. D. EVALUATION CRITERIA Factor 1 Investigations (30 points) Demonstrated investigative experience developing and implementing investigation policing initiatives. Factor 2 Liaison (20 points) Significant liaison experience, including liaising within international law enforcement context. Factor 3 Management/Budget (15 points) Significant experience managing, planning, budgeting, and conducting oversight functions in a permanent and full-time law enforcement capacity. Factor 4 Law Enforcement (15 points) Demonstrated ability to work effectively in local, state, and national law enforcement settings. Factor 5 Communication (10 points) Ability to communicate complex issues in a timely and concise manner, both orally and in written form. Factor 6 Past Performance (10 points) Past performance of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, which is provided by applicant or obtained from other sources. E. COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range F.
