- Description
- The Department of Homeland Security (DHS), Office of Procurement Operations (OPO) intends to award a Purchase Order using other than full and open competition procedures for annual software maintenance and support services for the PortalGuard for Domino software, which is developed by PistolStar, Incorporated. The DHS, Office of the Chief Financial Officer has 3,500 PortalGuard DHS license seats that currently require annual maintenance and support. Accordingly, OPO intends to award a Purchase Order to PistolStar, Incorporated, 800 Poor Farm Rd, Francestown, NH 03043. The statutory authority for this sole source procurement is 10 U.S.C. 2304 (c)(1) and 41 U.S.C. 253 (c)(1) per FAR 6.302-1(a)(2). This requirement is estimated to be required for a period beyond one year and therefore the period of performance will be a total of five years; one twelve-month base period with four twelve-month option periods. The support and maintenance of the resultant Purchase Order will include the following: Technical and troubleshooting support for all end users; technical fixes of all software flaws; and the provision of all enhancements made by the developer to the software. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302 and FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all quotes received by the response date of this synopsis will be considered by the Government. The Government will notify parties of the outcome of any proposal submitted in response. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The purchase will be awarded without further notice on approximately March 16, 2012.
