- Market Survey Rotary Kiln Improvement The Army Contracting Command - Picatinny (ACC- Picatinny) is conducting market research of companies capable of developing a productivity improvement plan to improve the effectiveness and efficiency of rotary kiln incinerators that currently support demilitarization of the Conventional Demilitarization Stockpile. The goal is to reduce the operating cost per ton and increase the annual throughput of rotary kiln operations that dispose of conventional munitions. A productivity improvement plan which defines specific technology improvements, process modifications, and operational procedure modifications would be the final deliverable that will define methods for achieving the goal. The plan will include a description of each productivity improvement initiative and the associated implementation costs, timelines, benefits, and risks. The major focus of the productivity plan shall be improvements/upgrade/replacement of pollution abatement system and permitting changes and modifications. The effort would include an engineering assessment of the current U. S. rotary kiln hazardous waste incinerator operations and environmental permits for processing conventional munitions. The assessment shall include review/assessment of equipment design and capabilities, operating procedures, safety, pre-processing operations, post processing operations, monitoring and control system, program logic control (PLC), maintenance procedures, manpower usage, operating frequency, workload, and regulatory drives including environmental permitting. The analysis will be used as the basis for the development of a productivity improvement plan to reduce the operating cost and increase annual throughput of the rotary kiln furnaces for demil of conventional munitions. Interested companies who feel they have the necessary skills to execute the effort describe above should respond by providing the government the following information: a brief summary of the companys capabilities (a description of facilities, personnel, and past experience directly applicable to this effort) and specifically illustrate expertise in rotary kiln furnace equipment and operations, pollution abatement systems, and the Environmental Protection Agency (EPA) regulations and the permitting processes. Interested, qualified contractors should submit a tailored capability statement for this market survey, not to exceed twenty-five (25) single-sided pages (including all attachments, resumes, charts, etc.) clearly illustrating the ability to perform the requirements of this notice. Respondents should include company name and contact information (address, phone numbers, e-mail addresses); CAGE code; and Type of Business (Small Business, Large Business, 8a Small Business, Hub-zone Small Business, or Service Disabled Veteran Small Business). Respondents to this Market Survey should submit data within 30 calendar days from the date of this publication to: U.S. Army Contracting Command ACC-NJ, ATTN: Stephanie Milne.
