Description
The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled: McNary South Shore Fish Ladder Prototype Entrance. The work is located at the McNary Lock and Dam located Umatilla County, Oregon. This will be a firm-fixed-price construction contract. Construction magnitude is between $500,000 and $1,000,000, and 100% performance and payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237990 and the associated small business size standard is $33,500,000. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. 1) A list of current or past projects demonstrating technical experience with work of a similar nature to that listed in the Summary Scope of Work. For each project submitted, provide a brief narrative statement of the work your firm accomplished, your firm's role in the project, the dollar value and the completion date (or projected completion date). 2) A reference list for each of the projects submitted in #1 above. Include the name, title, phone number and email address. 3) Provide a statement of your firm's bonding capacity. 4) Provide a statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), woman-owned). 5) Cage Code and DUNS number. Submit this information to Elaine Vandiver, Contract Specialist, via email to Elaine.M.Vandiver@usace.army.mil. Your response to this notice must be received on or before 3:00PM on March 19, 2012. Summary of Scope of Work: The contractor shall fabricate, deliver and install a new Lamprey Entrance Prototype Structure into the South Shore Fishway at McNary Lock and Dam. The new prototype structure will be installed in the west entrance of the South Shore Fishway, and is composed of four different structures which include a new entrance gate, flume, baffle boxes and a trashrack. Each of these structures shall be fabricated from of steel and painted with system 5-E-Z to prevent corrosion. After fabrication, the contractor shall deliver the new prototype structure to a storage area at McNary Lock and Dam. The delivery shall include safely loading, transporting and unloading of the structures. The structures shall be free from damages or defects after delivery. Prior to installation, the contractor shall be required to demolish some existing structures in the South Shore Fishway and install stainless steel anchor bolts for the new structures. The structures to be demolished include: removal of old stoplogs, removal of steel W16x26 I-beams from the bottom of the telescoping weirs and sawcutting the sill at elevation 243.0 down to elevation 242.0. This demolition and anchor bolt installation will require divers as all work will take place underwater. The new anchor bolts shall be an epoxy anchor capable of curing underwater and installation of anchor bolts will require a template to ensure accurate placement. The contractor shall install the new prototype structure in the South Shore Fishway. Installation of new structures will be approximately 20 feet of water and will require divers coordinating with the crane operators for safe installation. The installation of the new structures will require removal and reinstallation of the existing telescoping weirs as they will interfere with installation. The new structures will be field bolted together and anchored to the fishway floor.
