DESCRIPTION THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO PREQUALIFY VENDORS. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP). The United States Senate, Office of the Sergeant at Arms ("SAA" or "Senate") requires a contractor to provide Exchange 2010 support services. The contractor shall provide all supervision, labor, supplies, and materials necessary to provide enterprise-wide central services, lab management, and Active Directory and Messaging Architecture (ADMA) management, design, operation, maintenance, enhancement, production control, and configuration management support. The Senate's ADMA environment is based on Windows Server 2008 and the standard messaging platform of Exchange Server 2010. The Senate environment consists of approximately 140 separate entities that are composed of Member offices, Committees, Leadership offices, and support organizations. The ADMA design consists of three deployment options (enterprise forest, office forest, and hybrid) and each of the entities has selected one of those deployment options. Resources for offices in the Enterprise forest are provided in a single domain, separated by organizational units and all servers physically reside in central locations and are administered by the SAA. Resources for Office forests physically reside in the Member's Washington, DC office and are administered by the office. Office forest with Enterprise Messaging (Hybrid) includes partial deployment and participation in both of the ADMA forest types with some servers residing in offices, but messaging services being administered in a central location. It is the SAA's intent to migrate all offices to the enterprise option within the next two (2) years. Work will be performed at Senate locations, primarily in Washington, DC. The Contractor may also be required to provide services at other Senate locations within a fifty (50) mile radius of Washington, DC as necessary. The SAA projects that an eight (8) man-year level of effort is the maximum staffing necessary to fulfill all requirements. REQUIREMENTS All requirements listed are mandatory. Qualified vendors will have demonstrated experience with Windows 2008/Exchange 2010/Lync 2010/Blackberry Enterprise Server/Good messaging infrastructure in the following areas: Configuring, testing, and implementing software for enterprise-wide operations. Periodic evaluation, testing and implementation of hotfixes and new software releases. Building of servers to support a centralized infrastructure. Strict change control processes and documentation. Research, diagnosis, and recommended solutions for operational Active Directory, messaging and integrated value-add service issues. Customer service and help desk support for Active Directory and messaging infrastructure problems. Documentation and preparation of design, operations and technical procedures manuals. Engineering of new messaging solutions and evaluation of products to work in conjunction with the network operating system and messaging software. Project management for the contractor staff for projects of similar size and scope using commercial practices. Configuration and maintenance of a staging lab. Research and engineering of migration of the infrastructure to the next releases of Exchange and the server operating system. Configuration and maintenance of Microsoft System Center Operations Manager for an ADMA centralized infrastructure. Capability to support the Senate's ability to continue essential functions under a business continuity plan which is modeled which is modeled Federal Continuity Directive 1 (FCD 1) - Federal Executive Branch Continuity Program (February 2008) ( http://www.fema.gov/pdf/about/offices/fcd1.pdf ). OFFEROR RESPONSES: The SAA invites all qualified sources to respond to the sources sought notice. In responding to this Notice listed above. All responses to this sources sought notice shall specifically address the thirteen (13) requirements listed above by stating your qualifications to perform each of the requirements. Your response to each requirement must include paragraph numbering identifiable to requirements listed above. The response shall not exceed twenty-five (25) pages. In addition, submissions must include: a) past performance experience/information for a minimum of three (3) contracts of similar scale, that have been performed during the past three (3) years that involve use of capabilities and products relevant to those necessary for the Senate's requirements, including contract number, customer name and address, and brief synopsis of work performed relevant to requirements 1-13 above, b) organizational information including (i) company name and address; (ii) Dun and Bradstreet number; and (iii) point of contact name with telephone and e-mail address. INSTRUCTIONS: Responses to this Market Survey-Sources Sought Notice are due to the SAA no later than March 28, 2012 at Noon EDT. Responses must be submitted electronically by email to the attention of Jill T. Johnson at acquisitions2012@saa.senate.gov. The subject line of the email message shall be: SSN 2012-S-034, EXCHANGE 2010 SUPPORT SERVICES. No other method of transmittal will be accepted. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor's information. This Sources Sought Notice (SSN) is not a request for proposal and in no way obligates the Senate in an award of a contract. The information contained in this notice will be the only information provided by the Senate during the Sources Sought process. All qualified sources should respond to this Market Survey - Sources Sought Notice by submitting an information package in accordance with the instructions provided in the Notice. Vendors responding to this Notice and deemed qualified by the SAA may be requested to submit a proposal in response to a solicitation. Only firms deemed qualified will be permitted to submit proposals. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation during the third quarter of Fiscal Year 2012. Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR SENATE. ANY REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
