- Description
- The VAMC, Fayetteville, North Carolina is seeking the services of an Architect-Engineer firm to provide professional services in the preparation of construction drawings, specifications and a detailed cost estimate to accomplish the renovation of the Canteen located on the 1st floor, main wing of the main hospital, Building 1, Phase 1; Project 565-12-105. Services shall also include contract drawings, functional layouts, specifications, construction cost estimates, engineering calculations and subsequent construction period services for the project. Site visits, and attendance at pre-bid and pre-construction conferences are also to be included. A floor plan has been prepared by the VA showing the proposed layout and kitchen equipment desired. This floor plan will be utilized in the preparation of plans and specifications for the project. Since the Canteen must function during the construction renovation, the design must include a phasing plan for the contractor. Contract drawings, specifications and engineering calculations shall supply a complete design to the satisfaction of the VA. Design shall be in accordance with all applicable requirements of the VA construction standards, space criteria, NFPA, NEC, OSHA and local, state and federal regulations. All documents are to be provided electronically in the current version of AutoCad and MS Word. Reviews at 30%, 60%, 99% and final are required. Funds are currently available for this project. VAMC Fayetteville expects to award in FY12. In order to be considered for selection, the A/E firm MUST MEET the following requirements: 1) Specific experience in cafeteria design; 2) Current registration in CCR, ORCA, VETS 100, and CVE-verifiable registration in VetBiz, with the applicable 541310, Architectural Services and, 3) Response time of 180 minutes (3 hours) to the VAMC, Fayetteville, North Carolina. NOTE: Response time is defined as a physical presence at this Medical Center via automobile (not corporate or commercial aircraft, nor Amtrak). A/E Selection Criteria: The A/E firm must address the following areas in their submission, not necessarily listed in order of importance or merit: (1) Team Proposed for this Project; (a) Background of the personnel 1. Project Manager 2. Other key personnel 3. Consultants (2) Proposed Management Plan; (a) Team organization 1. Design Phase 2. Construction Phase (3) Previous Experience of Proposed Team; (a) Project Experience (4) Response Time; (a) Prime firm (b) Consultants (5) Specialized Experience and Technical Competence; (a) Electrical, plumbing and mechanical design (b) Experience in canteen/kitchen design (c) Historic preservation considerations (6) Project Control; (a) Techniques planned to control the schedule and costs (b) Personnel responsible for schedule and cost control (7) Estimating Effectiveness; (a) Five most recently bid projects (8) Miscellaneous Experience and Capabilities: (a) Experience in healthcare design (b) Experience in ADA (c) Experience in NFPA 101 Life Safety Code (d) LEED certification (e) Energy conservation (f) Interior design; (9) Describe circumstances and outcomes of any litigation you have been involved in over the past five (5) years; and (10) Indicate type and amount of liability insurance you carry. Firms submitting SF 330s shall provide four (4) copies to the attention of Keith Norman, Contracting Officer, VAMC Hampton, 100 Emancipation Drive, Building #27, Hampton, Virginia 23667 before noon (local time) on Monday, April 9, 2012. Faxed copies or email submissions of the SF 330 are not acceptable. The SF 330 form may be downloaded from www.gsa.gov/forms. The Contracting Officer is not responsible for late submissions or not receiving submissions due to the offeror misaddressing the mail or the illegibility of the SF 330. SF 330 submissions that do not meet the criteria contained in the notice will be determined as non-responsive. On-site interviews will be scheduled with the three (3) highest ranked firms. Once the interviews are complete, the highest ranked firm will be issued a solicitation to provide a cost proposal for this project. THIS IS NOT A REQUEST FOR PROPOSAL. No solicitation package will be issued except to the highest ranked firm. This procurement is being conducted as a CVE-Verified Service Disabled Veteran Owned Small Business (SDVOSB) set-aside.
