- Construction services are required for an Indefinite Delivery Indefinite Quantity (IDIQ) multiple award construction contract (MACC) for various construction projects under the cognizance of Naval Facilities Engineering Command Europe, Africa and Southwest Asia (NAVFAC EURAFSWA), Facilities Engineering Acquisition Division (FEAD) Sigonella, Sicily. NAVFAC EURAFSWA/FEAD Sigonella is the Department of Defense ™s Executive Agent for Construction in Sicily. FEAD Sigonella is responsible for all contracting actions in Sicily. This single solicitation will result in the award of a minimum of three firm-fixed-price MACC contracts. The scope of work is for a broad range of new construction, renovation, repair, additions or upgrades of facilities (including design-build). Work to be performed under this MACC will be with the primary North American Industry Classification System (NAICS) code 236220, Commercial and Institutional Building Construction. However, it will also include Subsection 237, Heavy and Civil Engineering Construction and Subsection 238, Specialty Trade Contractors. This procurement is being advertised on an UNRESTRICTED basis inviting full and open competition. All work under the MACC will be initiated by task orders that are competed amongst only the MACC holders (firms awarded one of the potential contracts). Task orders will either be design-bid-build (100% design provided by the Government) or design-build. Work will include new construction, renovation, repair, additions or upgrades of facilities, including, but not limited to: barracks/dormitories, administrative facilities, communication facilities, educational facilities, medical/dental/hospital facilities, dining facilities, industrial facilities, warehouse facilities, ranges, operational/training facilities, roads, streets, bridges, site utilities/infrastructure, waterfront/marine facilities, piers/wharves, dredging and aviation facilities (including hangars, runways and aprons), recreational/quality of life facilities and other base development facilities throughout Sicily. Projects will require incorporation of sustainable features such as Leadership in Energy and Environmental Design (LEED) building standards. The Government reserves the right to cancel the procurement if only one proposal is received or less than three offerors are evaluated as eligible for award. The contract period of performance is anticipated to consist of a 12-month base period and four (4) potential 12-month option periods for a total maximum duration of 60 months. The estimated maximum dollar value, including the base year and all options, for all contracts combined is ‚¬20,000,000. Task orders will typically range from ‚¬100,000 to ‚¬3,000,000. Task orders may be above or below this limit; however, contractors are not obligated to accept such task orders under the general terms of the contract. Task orders may require both design and construction services. The government makes no representation as to the number of task orders or actual amount of work to be ordered; however, in terms of the contract, a minimum of ‚¬10,000 is guaranteed to be ordered from each awardee during the performance period of the contract. Contractors are not guaranteed work in excess of the minimum guarantee. In support of the design-build task orders, MACC holders shall retain the services of professional architect-engineer (A-E) firms experienced with multi-disciplined architectural-engineering design efforts. A-E firms employed shall have U.S. professional or equivalent qualifications This procurement will utilize best value source selection tradeoff procedures, requiring the submission of both technical and price proposals. The technical evaluation factors are anticipated to be as follows: Factor 1, Experience; Factor 2 “ Past Performance; Factor 3- Safety; and Factor 4, Technical Solution (Seed Project Evaluation Plan). The Contract-to-Budget amount for the Seed Project, Repair of the Heating System in Building 545, is ‚¬308,000. The Initial or Seed Project for the MACC will be a Design-Build Task Order, specifically Work Order Number 1152409, Repair Heating System in Building 545, NAS II Sigonella, Sicily. The project corrects mechanical system deficiencies and repair to architectural finishes in Bachelor Officers Quarters (BOQ) Building 545. Repair is required to restore fully functioning Heating, Ventilation and Air Conditioning (HVAC) Systems to enable this facility to support the BOQ operation. The building also houses the only conference center on NAS II, Sigonella ™s operational base, named the Duomo Conference Center, which is currently closed due to excessive damage caused by water leaks. THE NORTH AMERICAN INDUSTRIAL CLASSIFICATION CODE FOR THE SEED PROJECT IS 238220. The Società Organismo di Attestazione (SOA) classification for the seed project is OG1, Class 2. A pre-proposal conference is tentatively scheduled for Tuesday, 3 April 2012 at 10:00 A.M. Central European Time (CET) in the Public Works Conference Room, Building 318, Sigonella, Sicily. A site visit for the seed project will be held immediately after the pre-proposal conference. ATTENDEES MUST PRE-REGISTER FOR THE CONFERENCE AND SITE VISIT BY SENDING AN E-MAIL TO MS. CRISTINA LAURIA AT CRISTINA.LAURIA.IT@EU.NAVY.MIL by 13:00 on Wednesday, 28 March 2012. A maximum of three (3) representatives will be allowed per firm. For offerors that do not have access to Naval Air Station Sigonella, Sicily, please submit the following documents for access to the base to MS CRISTINA LAURIA AT CRISTINA.LAURIA.IT@EU.NAVY.MIL: (1) Copy of the identification card or driver ™s license (carta d'identità and/or patente) for each attendee; and (2) Copy of registration certificate (libretto di circolazione) and insurance for each vehicle requiring access to the base. Failure to submit the required information will cause delays in obtaining access onto the base on the day of the pre-proposal conference/site visit. This is a new procurement, and therefore it does not replace an existing contract. No information exists on prior contracts. The Request for Proposal (RFP) will be available on or about 23 March 2012. The RFP will be available through the European Navy Electronic Commerce Online (EURONECO) website at https://euro.neco.navy.mil. Printed copies of the RFP will not be issued. Amendments will normally be posted to the website https://euro.neco.navy.mil. It is highly recommended that firms register on the EURONECO and Federal Business Opportunities (FBO) website at https://www.fbo.gov as a plan holder as this will be the only plan holder ™s list available. It is the offeror ™s responsibility to check the EURO-NECO and FBO website periodically for any amendments to the solicitation. Offerors are required to register in the Central Contractor Registration (CCR) database at http://www.ccr.gov. Offerors must have an active registration in CCR prior to completing their Representations and Certifications in the Online Representations and Certifications Application (ORCA). ORCA is an online system that is located on the internet by going to http://www.bpn.gov. Prospective offerors are encouraged to register as soon as possible.
