PSC - Senior Management Advisor, INL/PA&E Washington, DC Issuance Date: 03/08/2012 Closing Date: 04/08/2012 SOLICITATION NUMBER: PSC-12-031-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. POSITION TITLE: Senior Management Advisor, INL/PA&E 6. MARKET VALUE: $89,033 - $136,771 (GS-13 to GS-14 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Washington, DC 8. JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A. BACKGROUND The US Department of State's (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) is charged with developing strategies and programs to achieve international narcotics control and law enforcement foreign policy objectives. The development, implementation, and oversight of a management control program are integral to ensure that INL's counternarcotics and law enforcement programs have adequate guidelines to maximize program efficiency and effectiveness. Purpose The Senior Management Advisor will advise the Executive Director/Controller on a myriad of issues relating to the organizational control plan, process development, implementation, and direction of a management control program encompassing the INL's international counternarcotics (CN) and law enforcement (LE) operations. Primarily, the Advisor is responsible for developing a management control program and assisting the Program Assistance and Evaluation (INL/RM/PA&E) Division Chief with implementing the plan. Relationships The Advisor reports to the INL/RM/PA&E Office Director. Position location is State Annex-22, 1800 G St., N.W. Washington, D.C. 20006. The Office Director acts as the Contracting Officer's Representative (COR). The Contact Administrator is INL/Washington and shall be the INL Contracting Officer. B. STATEMENT OF WORK 1) Serve as a primary contributor to INL's overseas Management Assessment Visit (MAV) program; review overseas CN and LE programs for compliance with management controls; assist with INL's Overseas Regional Program Management Training initiative 2) Provide advice and guidance regarding INL's CN and LE management control programs to the INL/RM/PA&E Division Chief, INL/RM Executive Director and other senior managers; initiate studies and implement programs directed toward improving oversight and control procedures for CN and LE programs to ensure operation and economic efficiency 3) Provide operational leadership and direction in planning, developing, and administering a comprehensive control program for CN and LE projects abroad; serve as INL's specialized authority on all aspects of management control for this program 4) Manage the preparation and presentation of reports to INL senior management or higher-level DOS management officials; prepare reports in accordance with management's needs, laws, regulations, and established policies 5) Coordinate, review, and evaluate vulnerabilities in INL's control program, as they relate to CN and LE programs; recommend internal controls to ensure conformance with the myriad laws and regulations under which the INL's programs are administered; develop innovative concepts and train managers throughout the region to assist in the implementation and oversight of individual programs 6) Support the implementation of effective programs to review and evaluate INL's operations in relation to CN and LE projects; identify real/potential implementation issues/challenges early; take proactive steps to resolve problems; make recommendations on appropriate corrective/alternative action 7) Monitor policies/programs, procedures, control systems, and methods with respect to financial management procedures as defined in the Federal Managers Financial Integrity Act and Federal Acquisition Regulations (FAR); monitor CN and LE program implementation and practices within specific organizations; keep the INL/RM Executive Director and management apprised of problems and changes to make programs more efficient and effective 8) Identify emerging program and policy issues related to management controls initiatives; coordinate policy; advise senior management of appropriate corrective course; proactively resolve problems; identify, investigate, and take corrective action on routine problems; refer complex issues to appropriate authority 9) Work closely with management team to conceptualize CN and LE programs and projects; determine program and project needs; and identify priorities based on benefit or threat to US interests, opportunities, and/or constraints to implement these programs; identify resources, timeframes, funding, and personnel requirements to implement programs C. MINIMUM QUALIFICATIONS 1) U.S. citizen, able to obtain and maintain a DOS Top Secret security clearance 2) Minimum of ten (10) years experience in the management control field, particularly as it relates to Foreign Affairs' program financial management, disbursement and accounting of funds, and program management responsibilities 3) One (1) year of related experience equivalent to the GS-13 level in Federal service 4) Proven ability to communicate effectively, both orally and in writing and to interact with individuals at all levels 5) Bachelor's degree from an accredited institution in a field related to business, accounting, finance, or program management 6) Demonstrative mastery of the concepts, principles, practices, laws, and regulations, which apply to financial management analysis and program administration for substantive foreign assistance programs and services; proven expert knowledge of OMB and congressional laws, regulations, policies, and directives 7) Demonstrated knowledge of the theory, concepts, principles, and practices of accounting and/or financial and performance auditing; development and presentation of large, complex program budgets 8) Demonstrated skill in auditing and reviewing foreign assistance programs for effectiveness, efficiency, and compliance with applicable statutes and administrative regulations 9) Demonstrated knowledge of DOS goals and objectives; ability to relate knowledge and conduct contract and infrastructure development, execution activities for existing and new foreign assistance programs, and methods of evaluating the worth of program accomplishments 10) Proven skill successfully interacting with professionals and staff support personnel; ability to provide guidance, assistance, and make recommendations on administrative effectiveness, this includes financial matters, organization effectiveness, process improvement, internal controls, records management, reporting, contract and procurement administration, and end-use monitoring 11) Minimum of two (2) years previous experience overseas working in a related field; possess knowledge of Federal guidelines in program management areas to conduct management control reviews 12) Proficient in Microsoft Office Suite D. EVALUATION CRITERIA Factor 1 Financial Management - 20% Offeror's ability to apply the concepts, principles, practices, laws, and regulations, which relate to Federal financial management analysis and budgeting Factor 2 Program Administration - 20% Offeror's ability to provide program administration guidance and assistance to individuals at all levels based on a proven understanding of the theory, concepts, principles, and practices of accounting, finance, and performance auditing Factor 3 Accounting - 20% Offeror's ability to formulate and implement policies for funds accounting, to include imposition of internal expenditure limitations, track/monitor requirements, and determination for program fund usage Factor 4 Communication - 20% Offeror's ability to write and speak effectively; prepare, explain, and defend recommendations on financial management policies and procedures; discuss controversial issues, draft justification, and argue proposals; and advise and guide program officials Factor 5 Interpersonal - 10% Offeror's ability to interact with professionals and support personnel; provide guidance, assistance, and recommend solutions Factor 6 Past Performance - 10% Past Performance evaluation of applicant's ability to perform under contract (In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.) COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range F.
