Description
Request for Information (RFI): PMS415 is interested in receiving information from industry about Industry capabilities available for a submarine and surface launched expendable countermeasure device capable of generating and transmitting energy to counter torpedo threats. The device should survive and function after launch from a submarine Signal Ejector. It must be no larger than 39.5-inches long, 3-inches in diameter. The device must be capable of presets for acoustic modes and must be able to hover at preset depth for a specific period of time under its own power. The power source for this device must have previously been approved for Dept of Navy use. It must be Hazards of Electromagnetic Radiation to Ordnance (HERO) compliant, without special transportation or handling requirements, other than those related to security classification. There should be no special equipment or maintenance associated with this device. It must be powered by an approved power source that allows for a 7-year shelf/service life. The vendor must be able to begin monthly deliveries of production units within 18 months after contract award. All interested sources are encouraged to submit company and product literature, white paper, and/or other pertinent information for the Government's consideration. Relevant information shall include but is not limited to the criteria listed above. All interested sources are encouraged to respond by providing the Government the following information; technical/contractual points of contact, address, telephone and fax numbers, email address, DUNS number, CAGE code and or tax ID number, as well as business category (large, small, small disadvantaged, veteran owned, etc.), a brief summary of the company's capabilities, description of facilities, personnel, related manufacturing experience, and quality assurance process. Also, provide any supporting information such as commercial literature, catalogues, manuals, etc. The response should also include all relevant business information, including rough order of magnitude (ROM) costs. This Request for Information (RFI) in no way implies either implicitly or explicitly that respondents will be compensated in any way by the Government for information or materials provided. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This request for information (RFI) does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract in connection with this announcement. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. All proprietary or classified information will be treated appropriately. All information provided to the Government becomes U.S. Navy property and will not be returned.
