- Description
- The U.S. Army Contracting Command-New Jersey on behalf of PM Soldier Weapons has a requirement for a Lightweight Surveillance and Battle Damage Assessment Device. The LW SBDAD is intended to be a hand held, lightweight, and internally stabilized optical device, with laser protection and a rubber or other non-slip coating. A laser hardened In Accordance With (IAW) the classified addendum to the purchase description. The LW SBDAD should include: straps, eye lens covers, objective lens covers, fold-down eye cups, a carrying strap, hand strap (if more than 1.0 kg), day eyepieces, a military scale reticle similar to the M22 Binocular, mounting hole cover, both a soft carrying and hard transportation case, and an operators manual. The LW SBDAD should be hardened against lasers and against natural and man-made environmental conditions. Anti-Reflection Devices (ARDs) shall be available as an accessory of the LW SBDAD. The contractor will be responsible for the manufacturing, inspection, packaging, testing and delivery of the LW SBDAD. This pre-solicitation notice does not constitute a formal RFP. The competitive RFP will be posted on the ACC PROCNET website http://procnet.pica.army.mil and http://www.fedbizopps.gov/ on or about April 5, 2012. Proposals will be required within 30 days after release of the RFP. Contractor will be required to submit their in house test data, and a manufacturing plan to address obtaining and maintaining the militarized components through production. Contractors will be required to have a SECRET Clearance. The solicitation will contain Contract Security Classification Specification, DD Form 254 requiring Contractor Facility Clearance for SECRET. Access to classified information is necessary to prepare a proposal for this requirement. The Contractors will be required to have a SECRET Clearance prior to receiving any classified documents for bidding purposes. Furthermore, a Purchase Description will be an Exhibit to the solicitation and will be marked with a "Distribution X" restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq), as amended. Violations of these export laws are subject to severe criminal penalties. Once the solicitation is released interested parties must mail/email a signed and approved DD Form 2345 Military Critical Technical Data Agreement along with a completed and signed AMSTA-AR Form 1350 Technical Data Request Questionnaire and a U.S. Government Non-Disclosure / Non-Use Agreement. A Firm Fixed Price contract is planned with the base contract consisting of the delivery of a minimum quantity of 25 LW SBDADs within 150 days of contract award to support Design Verification Testing (DVT) and multiple production options with quantities in the range of 1300 to 5000. The Government reserves the right to make multiple awards. Upon completion of the Design Verification Testing (DVT), a down select will occur and one contractor will be awarded the option periods to continue into production. The LW SBDAD shall provide the capability to visually scan for targets at a range of 2000-4000 meters in any climate. The LW SBDAD will maintain the operators ability to accurately detect, recognized, identify, and track targets in a combat environment. The device shall be lightweight and compatible with all other standard issue gear items. Offerors will be asked to provide in house test data to meet the following requirements, as a minimum: -Scan for objects at 2000-4000 meters-A form of stabilization to offset the effects of vibration and jitter caused by moving, wheeled or tracked vehicles, and/or hovering, rotary winged aircraft.-Be handheld, lightweight, and man-portable. Weight, not including case or accessories, shall not exceed 2.5kg including batteries. Less weight is desirable.-Shall be hardened against lasers IAW Army Optical Improvement Program. Glint reflection from laser filter will be minimized.-Hardened against all environmental conditions, both natural and manmade, per AR 70-38.-Withstand shock/vibration and rough handling associated with transportation and use during training and combat operations.-Be provided with a military grade reticle The Government is requesting an opportunity to procure government purpose data rights to the selected design.
