Description
The Department of Housing and Urban Development (HUD) Washington DC Headquarters Office will issue Requests for Proposals (RFPs) with a 100% setaside for 8(A) contractors to all applicable General Services Administration (GSA), Information Technology (Schedule 70) Contract holders, through GSA E-Buy. The government intends to award a BPA with a 5 year ordering period. An up to 36 month additional award term may be earned if additional efficiencies are achieved resulting in cost savings to the Government. This Blanket Purchase Agreements (BPA) for procuring these services will be offered under SIN 132-51 for Public Housing Assessment Systems (PHAS) Services. The National American Industrial Classification Standard (NAICS) code for these competitions is 541511. The purpose of this procurement action is to obtain DME and Maintenance Support and Help Desk Services utilizing the 8(a) Set-Aside competitive process under a Blanket Purchase Agreement (BPA). The services are for the eight (8) Assessment Subsystems within the Office of Public and Indian Housing-Real Estate Assessment Center (PIH-REAC). These Assessment Subsystems are: Management Assessment/Operations Subsystem (MASS/MOPS); Financial Assessment Subsystem-Public Housing (FASS-PH); Integrated Assessment Subsystem (NASS); Physical Assessment Subsystem (PASS); Resident Assessment Subsystem (RASS); Customer Assistance Subsystem (CASS); Financial Assessment Subsystem-Federal Housing Administration (FASS-FHA), and Quality Assurance Assessment Subsystem ( QASS ). In the current environment, 5 of the 8 Assessment Subsystems are currently being re-engineered from a Cold Fusion environment to leverage Java 2 Platform, Enterprise Edition (J2EE). J2EE defines the standard for developing multi-tier enterprise applications. The J2EE platform makes the development of enterprise applications easier by establishing the applications on standardized, modular components; by providing a complete set of services to those components; and by handling many details of the application activities automatically. The J2EE platform leverages many features of the Java 2 Platform, Standard Edition (J2SE), such as "Write Once, Run Anywhere" portability, JDBC API for database access, technology for interaction with existing enterprise resources, and a security model that protects data even in internet applications. Building on this base, the Java 2 Platform, Enterprise Edition adds full support for Enterprise JavaBeans components, Java Servlets API, JavaServer Pages, and XML technology. The other 3 Assessment Subsystems reside on UNIX Platform and/or in a Cold Fusion/Sybase environment. Some of the Assessment Subsystems have a dynamic interface with other Major and Non-Major Application systems within HUD. These Subsystems either utilize data from other HUD systems or furnish data to other HUD systems. Further, under the current environment, 5 of the 8 Assessment Subsystems are integrated. HUD anticipates integrating additional Subsystems in the future. Together, the FASS-PH, NASS, RASS, FASS-FHA, MASS PHAS III, and MASS Capital Fund S ubsystems enable the REAC to assess Public Housing Agencies in the following areas: 1) physical condition, 2) financial condition, 3) management operations, and 4) tenant satisfaction. Public Housing and Housing Multifamily properties. These assessed areas are referred to as the Public Housing Assessment System (PHAS). The PHAS provides the means to assess these components via the NASS. Questions submitted in August 2011 pertaining to the Draft Solicitation R-2011-AY-00009, PHAS Consolidated Services will need to be resubmitted upon release of new Solicitation.
