- This is a SOURCES SOUGHT notice. This IS NOT A Request for Quote (RFQ) or a Pre-Solicitation Notice (Synopsis). No contract will be awarded from this announcement. DESCRIPTION: The Bureau of Land Management, Lewistown Field Office, has a requirement for a well leak repair. The contractor shall confirm or otherwise ascertain the location, and character of the leak. The contractor will then correct the leak using industry accepted methods and standards to prevents the water from traveling along the annulus between the drill hole and the casing. If it is determined that this is not possible, the well shall be legally abandoned as per the State of Montana rules and regulations. Work under this contract is located in Fergus County, Montana. The applicable NAICS Code for this requirement is 237110. The small business size standard for this NAICS Code is $33.5 Million. The project is anticipated to be between $25,000 and $150,000. PURPOSE OF NOTICE: This Sources Sought is being used as a market research tool to determine potential Small Business (SB) sources, Certified 8(a) business, HUBZone small business (HUB Zone), Women Owned or Service Disabled Veteran-Owned Small Business (SDVOSB) prior to determining the method of acquisition and issuance of an RFQ. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. RESPONSE DEADLINE: The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit a response No Later Than 4:00 PM Mountain Time on March 22, 2012. Submit responses via e-mail to bansdau@blm.gov or by fax to 406-896-5020. It is the contractors responsibility to confirm receipt of their response. RESPONSES SHALL INCLUDE: Company Name, DUNS number, Mailing Address, Point of Contact. Also, confirm that your company is registered in Central Contractor Registration (CCR) and state if your company is registered under NAICS code 237110. Indicate if your firm is large, small, small disadvantaged, woman-owned, HUBZone, veteran owned, service-disabled veteran owned, and/or 8(a) certified business concern for NAICS 237110. Describe your company's ability to provide the services listed in the Requirement Section of this Notice. PERIOD OF PERFORMANCE: The contractor has 77 days after work has commenced to complete the requirements of this project. TYPE OF CONTRACT: The Government intends to award a Firm Fixed Price Contract to the Contractor that provide the best overall value to the Government. REQUIREMENT: This project includes but is not limited to furnishing labor, equipment, supplies, and materials to locate and characterize the leak, repair the leak using industry accepted methods, standards, and materials, and install a monitor well head with associated piping. If the leak is uncorrectable, the contractor shall provide the labor, equipment, supplies and materials to legally abandon the well as per the contract specifications, as well as state regulations and standards. SOURCES SOUGHT NOTICE: This is a Sources Sought notice and does not commit the Government to award the contract under the above listed terms. All responsible and interested sources may submit a Response which will be considered by this agency.
